CHSi has an opening for a full time Sr. Subcontracts Administrator position to join our team in Cape Canaveral, FL.
DUTIES AND
Responsibilities:
Prepares bid packages, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
Negotiates and coordinates additions, deletions, or modifications to subcontracts
Negotiate Non-Disclosure Agreements, Teaming Agreements and Memorandums of Understanding
Ensure subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services are implemented in accordance with establish policy and procedures, laws and regulations, and customer requirements
Continuously monitors Subcontracts deliverable, schedules, change order proposals, and project status reports
Evaluation of customer RFPs and ability to work with the program team to develop subcontract RFPs that include Statements of Work, Technical / Quality Specifications, Deliverable Requirements List and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements / Templates, Compliance Matrices and supplier profiles
Monitors Subcontract performance by determining compliance to contract requirements and determining need for mandatory Prime Contract flow-downs, modifications, funding, or extensions to Subcontract
Document Subcontract file to ensure compliance to policy and procedure, customer requirements, and laws and regulations in preparation of internal and external audits
Applies continuous improvement initiatives to improve efficiency of internal systems and processes within the Subcontracts department and other functional organizations
Provides subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Contracts group during the proposal preparation phase
Maintains professional and technical skills by attending educational workshops, reviewing publications, and establish professional networks, and participating in professional societies such as the National Contract Management Association (NCMA)
Provides guidance and education of Subcontract documents and regulations across all functional organizations
Timely notification of Subcontract issues and concerns to Supervisor to prevent negative feedback from internal and external customers
Demonstrated proficiency in a broad range of functional assignments within the subcontract/contract field and proven skills in the ability to assess the aspects of subcontract formation including the identification of risks, opportunities and acquisition approaches
Ability to multi-task in a dynamic, fast-paced environment
Qualifications:
BS/BA degree preferred, and demonstrated ability to perform the essential functions of the job typically acquired through 6-10 years of related experience, or an equivalent combination of education and experience, which has provided both theoretical and practical knowledge in the field of government and commercial Subcontracts.
Strong negotiation, interpersonal, and customer service skills, as well as ability to interact with all types of personnel in a team environment. Proficiency in common office equipment and software, including MS Office products (excel, word, Power Point, email, etc).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
