Job
Summary:
Responsible for providing a broad range of Health & Safety program support to field operations and management. Coordinates Health and Safety programs within the Company in order to maintain compliance with federal, state, local laws and regulations. Implements assigned Health & Safety field activities and provides technical assistance to stakeholders regarding Health & Safety programs. This position will work closely with field personnel and other support groups to ensure consistent communication and overall Health & Safety program implementation.
Primary Duties:
Supports implementation of overall strategy for Health & Safety Programs to ensure compliance with all federal, state, and local regulations.
Advises field leadership regarding the Health & Safety aspects of O&M/Capital projects, tasks and operations.
Implements programs, policies and procedures applicable to field personnel.
Supports the development of procedures, training and presentations related to programmatic and/or regulatory changes and communicate to applicable field stakeholders.
Interfaces with internal/external stakeholders to maintain effective working relationships.
Coordinates Health & Safety training of field employees on policies, procedures, and regulations.
Identify opportunities to remove hazards from the workplace and implement programs/ processes to mitigate such workplace hazards.
Ensures Health & Safety projects are completed in accordance with an established schedule and budget.
Verifies compliance with regulations and ensures all required records are maintained, prepared, and/or submitted in accordance with established guidelines and/or regulatory deadlines within an assigned geographic area of responsibility.
Coordinates and/or participates in field regulatory inspections/internal audit processes, providing inspectors/auditors with required documents.
Responsible for responding to company incidents including but not limited to emergency response, spills, pipeline failures, gas releases, employee/contractor injuries, and vehicular incidents.
Assists with regulatory reporting associated with company incidents.
Provides information regarding safety Key Performance Indicators (KPI's) through the use of data management systems.
Conducts analysis of reports and metrics to ensure continual performance improvement.
Monitors Health & Safety Program effectiveness at the field level and identifies areas of potential risk. Works with the Health & Safety Programs group to develop and implement risk mitigation strategies to reduce overall employee and company risk.
Leads and/or participates in field incident investigations, including root cause analysis. Assists stakeholders with implementation of identified corrective actions and monitors progress.
Provides technical support for the analysis of Health & Safety regulatory proposals and policy positions, including coordinating input from all affected internal stakeholders.
Provides support to specific environmental programs including but not limited to SPCC, emergency response, sampling, environmental inspections, and waste management.
Minimum Skills:
Bachelor degree in environmental, health, safety or other related science/engineering discipline from an accredited four-year college or university.
Requires a minimum of five years of experience performing environmental, health, and safety compliance.
Preferred Skills:
Preference may be given to current Enable Midstream, OG&E or CenterPoint Energy employees.
Experience in environmental, health, and safety compliance within the oil and/or natural gas industry.
Able to demonstrate commitment to compliance with applicable laws and regulations, the Company's Ethics and Compliance Code of Conduct, other Company policies and procedures and do so consistently, and take all required training courses and do so in a timely manner.
Able to demonstrate respect for all individuals, adhere to the Company's values and business practices and do both consistently.
Able to demonstrate thorough knowledge of DOT, EPA, OSHA, and other state and local regulations.
Able to communicate effectively with field employees, management and others, both orally and in writing.
Able to understand and comply with state and federal regulatory requirements, company and industry operating standards and safety procedures.
Able to demonstrate and apply knowledge of emergency response processes, construction, service and Operations and Maintenance manuals.
Able to recognize and handle confidential information in a discreet manner.
Able to motivate self; operate as a self-starter with individual drive and initiative to start, develop and complete projects and initiatives, and work with little or no supervision.
Able to manage multiple projects, priorities and deadlines.
Able to demonstrate strong organizational and analytical skills.
Able to use personal computer software proficiently, such as presentations, word processing, spreadsheets, electronic mail and database managers.
Able to collaborate with Safety/Technical Training teams and interdisciplinary teams within the organization.
Able to apply knowledge of industry and company health & safety standards and regulations.
Able to provide a valid state driver's license, present and maintain a good driving record and to operate company vehicles safely and in compliance with applicable laws and company policies.
Demonstrated credentials and/or work experience directly related to EHS compliance and/or gas or liquids midstream experience.
Physical Requirements:
Able to exert up to 20 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.
Able to bend, stoop, kneel, crouch, balance, climb, crawl, reach, stand, walk, pull, lift, use fingers and grasp on a daily basis.
Able to travel long distances operating or as a passenger in a motor vehicle.
Able to operate a personal computer, either desktop or laptop and other office related equipment.
Able to sit and/or view a personal computer monitor or laptop screen for extended periods of time.
Working Conditions:
Able to perform work indoors in an office environment and outdoors.
Able to travel up to 50%25%20of the time.
Able to work with moderate daily pressure to meet deadlines.
Able to work out of doors with some exposure to all weather conditions.
Safety sensitive position - random drug screening required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
