WHAT DOES AN IRS CONTRACT SPECIALIST DO? As an IRS Contract Specialist in the Office of Procurement you will apply Federal procurement laws and regulations Department wide to award outside vendors complex and high-profile Federal contracts involving millions of dollars. This entails evaluating proposals, awarding and administering contracts, performing cost/price analyses, negotiating price and technical issues, and preparing contractually enforceable documents. You will conduct strategic analyses of Department requirements to provide input on developing an overall strategic sourcing plan for the Department.

Provide timely, effective contract awards and procurement administration consistent with program needs, procurement regulations and laws.
Review and support the development of Statements of Work (SOW) and acquisition plans. Some examples include: determining the appropriate type of contract, assisting in the development of Independent Government Cost Estimates (IGCEs), conducting market research, identifying sources of supply, promoting competition, soliciting quotes and proposals, evaluating proposals, determining price reasonableness, developing negotiation strategies, and negotiating with potential contractors.
Perform a wide variety of contract administration functions, such as: research and resolve delivery and acceptance disputes, and process claims against the Government. You will also ensure that vendors' performance evaluations are completed and input into the appropriate systems.
Formulate and develop policies and implement guidance and controls to improve the procurement program.
Support customers in developing acquisition strategies and/or supporting the strategic Department wide sourcing plan.
As a business advisor for the Department you will make and defend business positions orally and in writing, as well as develop and communicate negotiation strategies.

BASIC REQUIREMENTS : ( GS-5 through GS-12)
You must have a 4-year course of study leading to a bachelor's degree with a major in any field;
OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to the above , you must meet the requirements described below:
GS-09 LEVEL : You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: knowledge of contracting and procurement functions in carrying out project assignments consisting of several related tasks, such as procuring a range of equipment, supplies, and services. The assignments must have shown completion of the following, or the equivalent: Participating in the processing and negotiating on a variety of procurements including open market purchases, task order and delivery orders against existing contracts to provide customers with supplies, services, and/or equipment; Assisting customers in developing requirements documents for specific procurements; Reviewing Statements of Work to ensure that all technical areas have been addressed and assisting in identifying appropriate contract types; Conducting price reasonableness determination; Preparing and issuing solicitation or request for quotation documents; Performing analysis of proposals or quotes received; Drafting final contract file documentation. Experience inputting information into an automated procurement system to produce awards and contract documents; Negotiating the final terms of the purchase order, task order, delivery order, or contract with vendors and /or participating in formal negotiations with potential contractors.
You may substitute education for specialized experience as follows: 2 full academic years of progressively higher level graduate education or a master's or equivalent graduate degree education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
