Summary:
The Project Manager is responsible for all aspects of the project. Individual is responsible for the coordination and completion of all tasks and deliverables. Primary executive-level manager on the project who is authorized to act as the central point-of-contact with the Government on behalf of HCI for all performance and other issues. Functional Responsibilities include managing functional and technical project requirements, maintain the coordination and direction of the project during all phases of the project's life cycle; formulating statements of management and business problems and devising solutions to the problems; evaluating proposed automated information systems to determine feasibility and costs; and managing a team to successfully accomplish the project.
Duties and
Responsibilities:
Applies specialized expertise to assist clients identify management, organization and business issues and develop strategic initiatives.
Acts as single source of contact to the Government Contracting Officer (GCO), the contract level Contracting Officer's Representative (COR), government management personnel, customer representatives and other contracting organizations.
Develops proposals and recommendations, detailed project/work plans, assigns resources, evaluates and reports progress.
Sets deadlines, assigns responsibilities and monitors and summarizes progress of task areas.
Ensures compliance with requisite manpower, safety, security, quality, fiscal and accountability guidance.

Manages/allocates resources necessary for project accomplishment.
Manages subcontractor with authority to enforce performance consistent with agreements and project requirements.
Shall be available for consultation during normal hours of operation and at other times deemed necessary for contingencies and overall successful management of the project.
Prepares reports for the Government, as well as for HCI senior management regarding status of all project areas of responsibility.
Participates in Government and HCI senior management briefing and meetings.
Ensures effective implementation of installation and company policies.
Preferred
Knowledge/Skills/Abilities:
Knowledge of Standard Army Information Systems (STAMIS) and applications and interfaces.
Knowledge for STAMIS protocols
Must be able to operate a Personal Computer (PC) with a functional knowledge of Microsoft Office Applications (primarily Microsoft Word, Excel, Outlook, Power Point and Windows graphical user interface) and Data/web based systems required for task area performing work.
Demonstrated ability to work independently and develop/execute complex tasks
Ability to gain cooperation and coordinate the work of others.
Skilled in written and oral presentations
Capability to adjust work operations to meet emergency or changing program or production requirements within available resources without a reduction in the quality of work.
Ability to establish program objectives or performance goals and assess progress.
Ability to analyze organizational and operational problems and develop timely and economical solutions.
Additional Position Information:
Preferred Bachelor's Degree in Computer Science or Information Technology.
Secret Clearance
Requires three (3) years experience working with the USARC G-4 SIS operations and processes.
Requires seven (7) years project management and/or technical project management experience.
Requires an IAT II privileged user account on the ArNET

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
