Minimum Requirements:

Army/National War College Graduate a major plus
Must have or be eligible for a DoD Secret Clearance.
Must have a working knowledge of Army FM 5-0 (ADP 5-0), Operations, and the Military Planning Process.
Must have demonstrated team leadership experience in Strategic Planning and Policy development in an Information Technology (Army Signal Corps) environment.
Prior Experience on Army and/or Joint Staff a plus.
Experience working with office productivity tools; workflow systems; delivery assurance and/or industry standards on deliverables
Experienced in program management of Army and/or DOD IT programs. Significant experience in or around Army organizations a plus.
Possess knowledge of the Joint Information Environment, Army Strategic Planning Guidance, and the Army Focus Areas.
Must have working knowledge of LandWarNet and the Army Data Center Consolidation Plan.
Experience with Government contracting environment preferred.
Experience developing project management plans, project coordination, tracking issues and their resolution.
Knowledge of Enterprise Management concepts such as knowledge management, enterprise architectures, process improvement, performance management, risk management, governance, integrated schedule management, a thorough knowledge of common project management processes, and success initiating change in an organization.
Proven ability to develop strong working relationships within a team.
Outstanding customer service skills
Experience in leading mid-sized teams, developing, implementing and maintaining enterprise IT policies, procedures and operating systems
Excellent written/verbal communication skills and interpersonal skills.
Experience with Microsoft Products
PMP certification is highly desired. ITIL certification a plus.
Clearance: Ability to obtain and maintain a Secret Clearance required.
Job Description: Join URS and the United States Army Information Technology Agency (ITA) Enterprise Program Management Services program. ITA has been providing support to customers in the National Capital Region (NCR) since 1995 and URS is looking for individuals to provide subject matter experts, engineers, program and project management support.
URS Corporation, an AECOM company is looking for a Program Manager- Lead Strategic Planner to join our team in Arlington, Virginia!
Under indirect supervision, oversees the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities. Oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise. The Lead Strategic Planner will be responsible for leading the strategic development and implementation off the US Army IT Agency (USAITA) Strategic Plan, including key projects, and strategic initiatives (i.e., Cloud, Cybersecurity, and Mobility.) Will have strong problem-solving and interpersonal skills and the ability to challenge the status quo, drive innovative thinking and provide superior guidance and recommendations to senior government leadership and staff in order to successfully implement the strategy.
Responsibilities:
Responsible for leading the development and implementation off the ITA Strategic Plan.
Provides guidance and recommendations to senior Agency leadership and staff in order to successfully implement the strategy.
Leads and supports periodic strategic planning meetings and inputs, up to twelve times per year.
Assembles and facilitates the Agency Strategic Planning Group (SPG) utilizing proper Army planning policies and procedures IAW appropriate Army doctrine (i.e., Army FM 5.0 (ADP) Operations, and the Military Planning Process.
Lead the SPG in a way consistent with the agency s goal of bringing a strong analytical foundation to uncover fresh and innovative insights and inspiring creative ideas.
Develops the ITA Strategic Plan that integrates the Agency Technical Roadmap, Enterprise Architecture, Capital Planning and Investments, and Annual Spend Plan.
Coordinates the Strategic and Operational Objectives and Tasks as outlined in the ITA Strategic Plan across the Agency s Directorates.
Direct Agency strategic planning and analytical activity for all Directorates within the agency via the SPG. Ensure all deliverables required from the group, internally and externally, are met in an efficient and timely manner.
Other appropriate duties as assigned.
