About the Position: This Environmental Resource Specialist position resides within the Evaluation Branch of the U.S. Army Corps of Engineers' New England District. The District is responsible for managing the Corps' civil works and military program responsibilities in the six New England states east of the Lake Champlain drainage basin including 13 major river basins and 6,100 miles of coastline and associated ports, harbors, and waterways. The New England District employs over 500 professional civilian employees, with the majority residing in the Concord, Massachusetts headquarters. The Evaluation Branch supports a wide range of Corps projects both within the District and within the broader North Atlantic Division with the performance of environmental, economic, and cultural resource studies. In this capacity, Evaluation Branch staff serve as a resource to District and Division project managers, planners, and operations staff. This Environmental Resource Specialist position would primarily support the New England District's Disposal Area Monitoring System (DAMOS) Program which provides monitoring and management of dredged material disposal sites from western Long Island Sound to Downeast Maine. Additional job responsibilities would include technical support to Superfund and other contaminated site remediation efforts as well as general ecological studies related to impact assessments and development of National Environmental Protection Act and related compliance documents.

Experience: 1.) review and support of environmental permitting of dredging projects including environmental assessments and plans and specifications; 2.) development of investigation plans for remote sensing, imaging, and sediment/water collection; 3.) performance of boat-based monitoring and sediment/water collection; 4.) performance of monitoring and sampling at Superfund or other hazardous waste sites requiring conformance to Occupation Safety and Health Administration guidelines and the use of personal protective equipment; 5.) performance of ecological studies on wetlands, watersheds, uplands, estuaries, and coastal areas; 6.) analysis and management of large volumes of data using Microsoft Excel and Access as well as other related software; and 7.) authoring technical reports that involve interpretation of large volumes of data with discernment of trends, comparison with standards, and assessment of impacts. OR
B. Have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M or J.D. degree, if related.(Note: You mustattach a copy of your transcripts.)OR
C. Have the specialized experience as described in A, but less than one year; and have more than 2 years but less than 3 years of education as described in B. Computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide the total months of qualifying experience by 12. Then divide your total semester hours of graduate level education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. To qualify for the GS-12 level, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as work that involves the following: 1.) development of scopes of work and management/oversight of contractors performing field surveys, data analysis, and reporting; 2.) management of project budgets including labor, equipment, travel, and contractor costs; 3.) detailed analysis of data using ESRI ArcGIS including ArcINFO; 4.) authoring of complex technical reports requiring understanding of environmental acts and regulations and balanced treatment of potential project impacts and relevant risks; 5.) presentation of complex technical data at meetings and conferences with audiences of varying backgrounds; 6.) maintenance of knowledge of the most up-to-date techniques for coastal monitoring and sampling; and 7.) facilitation of meetings with participants/stakeholders with varied backgrounds and objectives.
