_S_ _ALARY_ : $145,100 - $167,000 per annum. ST members are eligible for bonuses and stipends in addition to annual salary. Recruitment/Relocation Bonus and Moving Expenses may be authorized. This is a Scientific or Professional (ST) position and is assigned a precedence priority code of DV-6 (equivalent to a Brigadier General) for protocol purposes.

1. BASIC DUTY
Summary: The Senior Scientist for Space Situational Awareness (SSA) serves as the principal
scientificauthority and independent researcher for creating data and deriving information from ground and space-based
sensors toprovide timely and accurate tracking and characterization of all objects in earth orbit. The incumbent is a
senior strategistwho initiates, technically plans, coordinates, evaluates, and guides research and development across five
pillars of SSA forobjects in near-earth and deep-space earth orbits: detect, track, and identification; characterization;
threat warning andassessment; data integration and exploitation; and protection and resiliency. The Senior Scientist for
SSA supports theDirectors and the Chief Scientists for AFRL's Directed Energy and Space Vehicles Directorates in
technical reviews andassessment of programs and new study areas, and interacts with other Air Force, government
agencies, and commercialentities to achieve exquisite knowledge of activities in, from, through, and to space. The
primary objectives are threefold. First is to advance the scientific understanding of methods to achieve substantially
improved SSA. The second objective isto develop technologies to enable SSA to support Air Force space superiority
operations in the air, space, and cyberspacedomains. Finally, the Senior Scientist for SSA coordinates the interactions
between AFRL's Directed Energy and SpaceVehicles Directorates and the National Reconnaissance Office (NRO).

Qualifications: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the assignments of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
_A. MINIMUM QUALIFICATION_ :

For 0801, General Engineering Series:
a. A professional engineering degree from an accredited institution is required. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental
engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
b. A combination of education and experience as required by the U.S. Office of Personnel Management (OPM). Acceptable combinations of education and experience can be found /.
For 1301, General Physical Science Series: a. Physical science, engineering, or mathematics degree that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

b. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional /.
B . _ MANDATORY TECHNICAL QUALIFICATIONS (TQs) _ : A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
(1)Demonstrated experience in initiating, technically planning, coordinating, evaluating, and guiding research and development across five pillars of SSA for objects in near-earth and deep-space earth orbits: detect, track, and identification; characterization; threat warning and assessment; data integration and exploitation; and protection and resiliency.
(2)In-depth knowledge of the research and development activities in more than one of the broad areas that contribute to SSA including ground- and space-based Radio Frequency (RF) and Electrical Optical (E-O) active and passive sensors, autonomous sensor networks, astrodynamics, physics-based high-fidelity modeling and simulation methods, space environments, space control options, and spacecraft propulsion.
(3)Proven strong analytical skills capable of analyzing and interpreting results and reports on work accomplished in relation to relevance as evidenced by publications in scientific journals, conference papers, and in-house reports.
(4) Ability to present and defend independent positions at the highest levels of government.

This includes citations, honors, awards, patents, and publications and other forms of recognition, such as requests for professional consultation, which indicate acceptance by peer group as an authoritative source in the field .
B. _DESIRABLE QUALIFICATIONS_ : The following will be used to help rate and rank eligible candidates:
(1) The ideal candidate will possess an advanced degree, ideally a Ph.D. or similar degree in an appropriate
scientific discipline.
(2) Fellowship or similar senior standing in scientific professional society.

RATING AND RANKING METHODS: Applications will be evaluated against the qualifications requirements. Failure to meet any one of the Mandatory, Technical or Executive Core Qualifications standards will eliminate a candidate from further consideration. Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus as to the Best Qualified, Qualified or Not Qualified candidates. Only the Best Qualified candidates will be interviewed. The panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon SecAF approval.

D. DRUG TESTING POSITION. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Position requires the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and pass urinalysis testing prior to appointment. This position also requires random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.
E. TRAVEL. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice.
F. VETERANS' PREFERENCE. Veterans' preference is generally not applicable to the CSE.
G. PROBATIONARY PERIOD. An individual's initial SL career appointment becomes final only after the individual successfully completes a 1-year probationary period.
