This position is funded from the Commonwealth's annual operating budget.Duties:
Under the supervision of the Chief Financial Officer at Mass Hospital School and indirect supervision of the IT Operations Manager at the Bureau of Public Health Facilities, the Accountant II will prepare quarterly claim reporting and accounting for submission to the Centers for Medicare and Medicaid Services (CMS). The Accountant II will provide quantitative analysis and cost reporting for the Bureau of Public Health Facilities. Other duties include budget analysis and preparation and completing fiscal transactions in the state's online accounting system (MMARS).
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) two years of full-time, or equivalent part-time, professional experience in accounting or auditing, or (B) any equivalent combination of the required experience and the substitutions below .
Substitutions:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required experience .
II. A Bachelor's or higher degree with a major in accounting, business administration or business management may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENTS:
Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.

Qualifications:
Knowledge of the principles and practices of accounting including terminology
Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations
Ability to maintain accurate records
Ability to prepare general and financial reports
Knowledge of the principles and practices of fiscal management
Knowledge of state accounting procedures including terminology
Knowledge of principles and practices of cost accounting
Proficiency in Microsoft Office, including Excel, Access Word and Outlook
Proficiency in the state's accounting system (MMARS) a plus.
Comments:
This is a Civil Service position.
Work schedule: 20 hours per week, monday-friday, day shift.
If there is no civil service list for this title, employees appointed must take and pass the next Civil Service examination when administered. As applicable, preference for this position will be given to those candidates who are eligible for Civil Service/ConTest Reinstatement/Reemployment or to those candidates who have passed the civil service examination for this job title, and who respond to the job certification that was recently issued for this location and/or to employees laid off or bumped from this title who are eligible for recall, and in accordance with Article 14 or applicable Collective bargaining requirements.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
