Job Description Summary - To provide craft based technical and resource management across areas. Facilitate movement of resources to balance and optimize cost outcomes.
Responsibilities include:
o Provide and implement solutions to resource plan requirements through personnel moves, loans, transfers, hiring and other movements of the P10 & S06 classifications
o Determine personnel moves in accordance with staffing plans that optimize mechanic skills to assignments
o Identify and resolve skill inadequacies through training, assignment, hiring, and other movements of personnel
o Support craft based technical development of supervisors and mechanics
o Be very visible on the deck plates and all areas of the yard to provide support, communication and greater trade identity for responsible crafts
o Provide leadership and single point authority in determining trade preferred practices
o Ensure practices/processes are safe, efficient and produce quality
o Work with area based management to assign resources and resolve craft oriented deck plate problems
o Provide management of any other craft organized resources, such as for administration, training
o Joint responsibility with Area Management for trade performance
o Analyze and develop safety policies, procedures and give quarterly safety presentations as needed
o Ensure best usage of trade facilities (shop, tooling)
Required Education/Training High school/GED required
Graduate Apprentice or Bachelor's Degree preferred
NACE Level 1 or NBPI certification preferred
Experience o Minimum of (5) five years extensive working knowledge in the field of industrial/marine painting and/or abrasive blasting processes and/or applications required
o Minimum of (5) five years of supervisory experience required
o A solid foundation in labor contract administration required
o Excellent administrative skills: effective interpersonal skills, demonstrated skills in the areas of verbal and written communication, problem solving/decision making skills, conflict resolution skill and organizational skills required
o Understanding of Navy Standard Items 009-32, desired
o Understanding of SSPC Systems and Specifications, desired
o Solid understanding of shipbuilding processes and MACPAC systems
o Excellent communication and interpersonal skills required
o Demonstrated ability to effectively manage conflict required
o Demonstrated ability to manage multiple priorities required
o Must be competent in MS Office products to include Word, Excel, and PowerPoint
Unique/Additional Requirements o Ability to work all areas of a ship, including tanks
o Ability to obtain Secret clearance preferred

The check will bounce and the victim is left responsible.
