I. BASIC FUNCTIONS OF THE JOB:
To oversee the implementation and management of the applicable ES Business Area (BA) export/import compliance program and policies within the Export Compliance Department to ensure compliance with all export and import laws and regulations.
II. PRIMARY DUTIES AND
Responsibilities: (Duties and responsibilities which occupy a major portion of time and importance in the job. Incumbent(s) perform one or more of the following duties.)
1. Responsible for Business Area (BA) compliance with U.S. export laws and regulations and oversight of all administrative activities related to the operation of the Export Compliance department.
2. Functions as a designated empowered official per the International Traffic in Arms Regulations (ITAR), to provide required certifications to the U.S. State Department Directorate of Defense Trade Controls (DDTC).
3. Analyze and review information related to proposals, contracts, purchase orders, presentations and product development and participates in technical programmatic discussion/meetings for BA products.
4. Provides counsel/assistance to employees regarding licensing matters
5. Ensures compliance with all corporate and sector directives in processing license and agreement applications and other export related correspondence to U.S. government agencies via the corporate export department and/or ES Director, Export Compliance.
6. Investigates any aspect of a proposed export or temporary export by the BA to verify the legality of any transactions and the accuracy of the information to be submitted.
7. Participates in preparing export related training materials and conducts export training to all relevant employees.
8. Selects, trains, develops and reviews subordinates. Recommends hiring, terminating and/or other changes in status of subordinate export compliance personnel.
9. Oversees the maintenance of the export related record keeping functions in the BA as required by law.
10. Conducts/participates in internal export compliance audits on a periodic basis. Provides management or BAE Systems, Inc. Washington office with complete, current and accurate data by reporting export activity as requested.
11. Act as point of contact and administration for all import/export related issues for interpretation in the ITAR, EAR, and other applicable Federal government regulations.
12. Reviews and approves Foreign Visitor and International Travel authorization. When required, reviews all presentation/briefing and other information provided to foreign visitors for compliance with licenses and regulations prior to release outside the company. Provides guidance on what data is allowed to be presented to the foreign visitor and what restrictions may apply.
13. Remains knowledgeable in ITAR and Export administration (Commerce Regulations) by attending various seminars and/or BAE Systems training and reviews the Federal Register for any upcoming changes and updates to the regulations.
14. Support the business area Leaders, Director, and managers in addressing export issues; supervises export personnel.
15. Performs other duties and responsibilities as required.
III. SUPERVISION:

Supervises exempt and nonexempt employees (first level supervisor).
B. Supervision Received
Work is performed without appreciable direction. Exercises considerable latitude in determining objectives, approaches to assignments and supervision of personnel.
IV. WORKING RELATIONSHIPS:
A. Within Company
Inside immediate department and other Company functions as required. In addition may work with other BAE Systems sectors and with BAE Systems Corporate Office.
B. Outside of Company
Frequent outside contact with US and Foreign customers, customs officials and government officials.
V. WORKING ENVIRONMENT:
A. Physical Tasks
Exerts normal physical energy.
B. Working Conditions
Normal office environment. May work extended hours or weekends. May travel overnight or on weekends.
VI. FINANCIAL
Responsibilities:
Assists in developing inputs into overall Department budget.
Required Skills and Education
Requires a Bachelor's Degree or its equivalent plus twelve or more years experience or Master's Degree with ten or more years experience or equivalent related work experience. Training in U.S. Export laws and regulations, ITAR, Commerce regulations. Excellent written and oral skills.
