Overview:
The Countermeasures Program Division (CMP) manages the domestic and overseas technical countermeasures program of the Department of State. In fulfilling this role, the Division integrates the operations of other federal countermeasures programs with those of the Department. CMP is the Department's point of contact for technical countermeasures operations in the Intelligence Community.
The CMP Policy Coordination and Technical Document Review (EX) activity represents the Office of Security Technology (ST) in the review of national policy on the Committee on National Security Systems (CNSS); the National Institute of Standards and Technology (NIST); interagency policy; and, the Overseas Security Policy Board (OSPB). The activity also represents ST for the review and generation of Department of State (DoS) policy, Foreign Affairs Manuals (FAM), and Foreign Affairs Handbooks (FAH) material that relates to the Office of Security Technology.
This position will be responsible for working with subject matter experts in the Countermeasures Programs Division to respond to requests from foreign service posts for technical security exceptions, requests for guidance on and interpretation of countermeasures-related policy and standards contained in the 12 FAH-6 Overseas Security Policy Board Policy and Standards Handbook.
Primary
Responsibilities:
Participate on Division working groups to develop mitigation strategies and prepare standard operating procedures (SOPs) as needed.
Review and comment on draft or modified policy documents including FAHs/FAMs, National Institute of Standards and Technology publications, Committee on National Security Systems Instructions, Intelligence Community Directives, and other publications with potential implications for the Countermeasures Programs Division.
Conduct in-depth standards-related research.
Assist with the review DS web sites and other resources to retrieve supporting historical documentation to draft action memoranda and telegrams in accordance with strict DS correspondence standards.
Support the coordination and clearance of complex correspondence packages with DS, IRM, OBO, and the geographic bureaus.

Education and/or
Experience:
Bachelors degree in security studies, management studies, or related fields from an accredited college or university.
Current or previous experience as an intelligence analyst, collector, or reporter in the Intelligence or Law Enforcement Communities for a minimum of one year; or
Three years experience working with technical security systems or risk management.
Knowledge, Skills and Abilities:
Specific knowledge of the Department of State organizational structure, including Diplomatic Security, Information Resource Management, Overseas Building Operations, and the geographic bureaus.
Working knowledge of 12 FAH-6 Overseas Security Policy Board Policy and Standards Handbook; ability to understand, interpret, and apply the standards to specific technical security situations at overseas missions.
General knowledge of other Department of State Foreign Affairs Manuals and Foreign Affairs Handbooks related to overall security matters.
Working knowledge of and ability to navigate and use DS electronic resources such as DS Source, the Security Technology Resource Center, and INFO-ACCESS, etc., to retrieve support documentation for product preparation.
Ability to conduct research and develop proposed technical security mitigation strategies.
Ability to work in a team environment within own organization, outside own organization, and with other U.S. Government agencies/personnel on working groups, etc., to improve the protection of national security information.
Knowledge and ability to apply regulations governing the handling, use, and protection of classified information/materials.
Possess excellent writing and verbal skills.
Possess excellent interpersonal skills, with the ability to build/maintain professional working relationships; be proactive with the ability to work in a fast-paced environment, while handling multiple tasks simultaneously.
Experience with Microsoft Windows operating systems, Microsoft Office, SharePoint, etc., and the ability to learn and use other software applications, e.g., Cable Express, etc.
Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software. Must demonstrate a good attitude and ability to work as a member of a Team. Position requires self-motivation and the ability to work effectively under a minimum of supervision. Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.

Security Clearance:
Secret Clearance Level Required, Top Secret Clearance preferred
Must have a current US Government SECRET or TOP SECRET Personnel Security Clearance and be able to qualify for SCI access
Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
Must be a U.S. Citizen.
Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.

The check will bounce and the victim is left responsible.
