The National Science Foundation (NSF) is seeking a candidate for the position of Chief Mathematical Statistician within the National Center for Science and Engineering Statistics (NCSES), Directorate for Social, Behavioral and Economic Sciences (SBE), Office of the Division Director, Arlington, VA. NCSES is designated by the Office of Management and Budget as one of thirteen principal statistical agencies within the federal government and the incubment is recognized as the foremost technical resource in the agency. NCSES has as its prime objective the development of both statistical data and analytical information on the U.S. science and engineering enterprise, including research and development; the science and engineering workforce; U.S. competitiveness in science, engineering, technology, and R&D; and the condition and progress of STEM education in the U.S. NCSES is the principal source within the federal government for both statistics and in-depth analyses in the areas. NCSES is responsible for gathering, analyzing, and disseminating data on financial and human resources for science, technology, and innovation in the United States and globally. THIS POSITION IS OUTSIDE THE COMPETITIVE CIVIL SERVICE. BARGAINING UNIT STATUS: This position is excluded from the bargaining unit. The individual selected for this position will serve as the Chief Mathematical Statistician. The incumbent:
Provides guidance in statistical areas to NCSES staff engaged in designing or redesigning all surveys conducted with NCSES. This includes working with appropriate NCSES personnel to identify the objectives of the survey which impact the statistical design, and identifying appropriate survey and statistical methodologies and techniques for optimally meeting these objectives. It also entails reviewing technical documents addressing these issues prepared by staff or contractors.
The incumbent is the lead expert in NCSES for all new or redesigned statistical samples.
Exercises continuous oversight with respect to mathematical statistical operations of the Division. Serves as the principal technical advisor and chief assistant to the Division Director of NCSES and other senior staff on mathematical statistical issues.
Evaluates statistical survey research and analysis study proposals originating in the operating programs of the Division. Makes technical recommendations to the Division Director regarding the design, development, and adaptation of mathematical methods and techniques to statistical processes of Division surveys and related activities.
Develops procedures for, and oversees rigorous technical review and quality assurance procedures consistent with, or when necessary exceeding, the Division's published standards for every step in the process of producing a statistical product in the Division for release to public use. Refers any survey, analysis or output plan that fails, or may fail, to meet such standards back to the relevant Program Director with specific direction for needed changes, additions, or deletions. Develops and oversees formal certification that each product scheduled for release has met all Division standards or that a failure to meet one or more of such standards has been clearly explained and justified. Ensures that standards used in Division reflect current research in the basic theories and science of statistics.
Oversees and expands the use of administrative records sources for use in collection and disseminating data and information on the U.S. S&E; enterprise.

Broad familiarity with standards and procedures of the federal statistical system.
Demonstrated knowledge of or experience in assessing and resolving issues of confidentiality of survey data and disclosure avoidance.
Recognized professional standing in the statistical and survey research communities as evidenced by publications and/or professional awards or scientific leadership roles.
Demonstrated ability to work cooperatively with staff and customers to solve challenging technical problems related to the collection and use of statistical information.
Demonstrated ability to communicate effectively, both orally and in writing, in non-technical terms with federal officials, representatives of professional organizations, the public sector, and scientific/engineering academic communities.

Formal education or equivalent experience with sophisticated survey and mathematical statistical techniques are necessary and must be sufficient to apply state-of-the-art statistical methods, data collection techniques, statistical sampling, imputation and analysis techniques, mathematical theory, and continuing quality improvement methods.
Appointment to this position will be made under the Excepted Authority of the NSF Act.
