The National Science Foundation (NSF) is seeking a candidate for the position of Chief Mathematical Statistician within the National Center for Science and Engineering Statistics (NCSES), Directorate for Social, Behavioral and Economic Sciences (SBE), Office of the Division Director, Arlington, VA. NCSES is designated by the Office of Management and Budget as one of thirteen principal statistical agencies within the federal government and the incubment is recognized as the foremost technical resource in the agency. THIS POSITION IS OUTSIDE THE COMPETITIVE CIVIL SERVICE. BARGAINING UNIT STATUS: This position is excluded from the bargaining unit. The individual selected for this position will serve as the Chief Mathematical Statistician. The incumbent:
Provides guidance in statistical areas to NCSES staff engaged in designing or redesigning all surveys conducted with NCSES. This includes working with appropriate NCSES personnel to identify the objectives of the survey which impact the statistical design, and identifying appropriate survey and statistical methodologies and techniques for optimally meeting these objectives. It also entails reviewing technical documents addressing these issues prepared by staff or contractors.
The incumbent is the lead expert in NCSES for all new or redesigned statistical samples.
Exercises continuous oversight with respect to mathematical statistical operations of the Division. Serves as the principal technical advisor and chief assistant to the Division Director of NCSES and other senior staff on mathematical statistical issues.
Evaluates statistical survey research and analysis study proposals originating in the operating programs of the Division. Makes technical recommendations to the Division Director regarding the design, development, and adaptation of mathematical methods and techniques to statistical processes of Division surveys and related activities.
Develops procedures for, and oversees rigorous technical review and quality assurance procedures consistent with, or when necessary exceeding, the Division's published standards for every step in the process of producing a statistical product in the Division for release to public use. Refers any survey, analysis or output plan that fails, or may fail, to meet such standards back to the relevant Program Director with specific direction for needed changes, additions, or deletions. Develops and oversees formal certification that each product scheduled for release has met all Division standards or that a failure to meet one or more of such standards has been clearly explained and justified. Ensures that standards used in Division reflect current research in the basic theories and science of statistics.
Oversees and expands the use of administrative records sources for use in collection and disseminating data and information on the U.S. S&E; enterprise.
