Summary: Under the direction of the Officer in Charge (OIC), or Personnel Officer, this position oversees and ensures the accomplishment of work performed in the areas of personnel management and administration.
This job announcement is for employment as an Indiana Army National Guard Technician; a Federal Civil Service position. This is a dual-status technician job whereby you are required to maintain active membership in a National Guard unit and are required to wear the military uniform at the workplace. As members of a unit of the Indiana National Guard, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Indiana Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.
APPOINTMENT FACTORS: This position is a Indefinite Excepted Service position.
MILITARY RANK REQUIREMENTS: E-4 thru E-6
MILITARY SPECIALITY REQUIREMENTS: Individuals must meet the qualifications for the technician position but will have 1 year from date of hire to be assigned to a compatible MOS in a compatible unit for the technician position advertised.

As a Human Resource Assistant with the Indiana Army National Guard (ARNG), your duties will include, but will not be limited to:
Plans, organizes, and administers the military personnel program for the organization. Serves as the technical expert on a variety of administrative matters (e.g. format for directives and standing operating procedures, general office procedures, filing systems, reference libraries, etc.). Provide authoritative advice and guidance to the commander and his staff pertaining to military personnel administration. Keeps abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning personnel and administrative activities. Develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters. Researches and resolves the most difficult military personnel problems and questions, including those where regulation is only partially relevant or is incomplete.
Accomplishes or reviews a variety of military personnel transactions including appointments, enlistments, separations, promotions, flagging actions, reassignments, reductions, duty assignments, transfers, medical evaluations, line of duty (LOD) actions, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher headquarters. Provides guidance, reviews, and monitors the timely completion of enlisted and officer evaluation reports. Provides information and assistance to personnel at higher and subordinate levels tasked with completing such transactions. Provide technical assistance to subordinate unit personnel pertaining to applications for passports, and the publication of required personnel orders. Review documents and data for individual mobilization packets.
Implements the enlisted promotion system at the command level. Establishes suspense dates for subordinate organizations for the completion and submission of actions. Validates the preliminary enlisted promotion consideration list to ensure all eligible personnel for consideration are included and submits any changes to the state level enlisted promotion manager. Coordinates and publishes all requirements for Brigade/Group/Troop Command level enlisted promotion boards as required.
Controls the organization's medical readiness programs. Monitors the status of periodic health assessments within the organization and ensures appropriate scheduling and completion. Ensures the timely completion of and reviews LOD investigations. Provide technical guidance to subordinate unit administrative personnel in the preparation of formal and informal LOD investigations. Functions as a technical advisor to appointed investigating officers and subordinate commands on the completion of formal LOD investigations. Reviews and makes corrections to packets prior to submission to medical review and profile boards. Assists subordinate units in coordinating with civilian and military medical authorities for required supporting documentation. Provide technical guidance to subordinate unit personnel in the preparation and submission of incapacitation pay packets.
Prepares and forwards required documentation for officer promotion packets for required state and federal board actions. Conducts records review with officers and updates records in preparation for upcoming officer board actions.
Provides guidance to organizational personnel and dependents concerning benefits and entitlements, i.e. career progression, bonus programs, educational opportunities, retirement, etc.
Reviews and/or assembles supporting documentation required at higher levels when processing actions such as involuntary order to active duty, non-judicial punishment, fraudulent enlistment, non-selection for retention, administrative discharges, and other administrative actions.
Monitors and reviews reports furnished by higher headquarters to identify trends and assist with the management of personnel readiness within the organization.
Participates in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty. Provides counseling to service members on available benefits, accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Realtime Automated Personnel Identification System) information, and allows the service member to perform a general review of their record.

In order to meet the Minimum Qualifications for this Human Resource Assistant position at the GS07 grade level, you must have at least 12 months of:
administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control.
Knowledge, Skills and Abilities that will be evaluated for this position include:
Knowledge of a comprehensive body of regulations and procedures to provide regulatory guidance and recommendations to the senior personnel officer and Brigade/Group/Troop Command staff for personnel actions (i.e. discharges, promotions, flagging actions, reassignments, reductions, awards and decorations, personnel evaluation reports, military code violations, LOD investigations/determinations, benefits, etc).
Knowledge of administrative and personnel actions to conduct subordinate unit inspections and assistance visits, identify trends, conduct analysis, and develop recommendations to enhance personnel readiness.
Knowledge of personnel authorizations, unit manning documents, and duty assignment requirements and criteria sufficient to maintain personnel readiness levels.
Knowledge of personnel deployment requirements to inspect individual mobilization files, review and monitor the status of subordinate unit's personnel and medical deployment requirements to provide feedback to command for follow-up action.
Knowledge of administrative medical actions to provide procedural guidance to organizational personnel in the management of LOD's, physical exams, profiles, medical MOS retention boards, fitness for duty boards, and vaccinations. Knowledge of procedural and regulatory guidelines to advise LOD investigating officers.
Knowledge of organizational strength maintenance procedures to complete required reports and to assist with recruiting activities
Knowledge of officer and enlisted promotion systems sufficient to provide procedural guidance and to review information for accuracy.
Knowledge of accession and appointment requirements for officer and warrant officer candidates.
Knowledge of administrative regulations sufficient to train organizational personnel in the administration of postage accounts, file systems, publications, and correspondence.
Knowledge of office automation programs sufficient to manipulate database and spreadsheet information in a format as required by the organization. Ability to use automated or manual systems in the preparation of reports and correspondence required by the organization.
Educational Requirements and/or Substitution of Education for
Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, is substitutable for 6 months practical experience. Submission of transcripts are required to claim substitutability.

Permanent Change of Station (PCS) funds are not available for this position.
