Cobham is seeking a Contracts Manager to join the team inExeter, NH. The Contracts Manager will be responsible for the negotiation and administration of routine or moderately complex proposals, contracts and purchase orders involving limited financial considerations or technical significance under the supervision of senior management from the Contracts and Commercial function. The individual is expected to possess the knowledge, skills and experience required for effective contract management to include negotiations and regular communication with customers and management. The ability to develop and maintain professional, productive, and dependable relationships with both internal and external contacts is necessary for success in this role.

Contracts Manager
Responsibilities:
Maintain and demonstrate a working knowledge of the Contracts and Commercial function and other relevant Company policies and procedures, commercial contracting methods, export, FAR/DFARs, and other relevant government regulations.
Lead the negotiation of terms and conditions for proposals, contracts, and various other business agreements with both commercial and governmental entities under the general guidance from senior management in the Contracts and Commercial function.
Act as the primary point of contact between the Company and Customers for all contractual matters on assigned contracts and projects including auxiliary agreements such as Proprietary Information Agreements.
Support and lead assigned proposal activities including, but not limited to, analysis of solicitations, preparing analysis summaries, participating in all proposal team meetings, preparing the terms, conditions and assumptions upon which the proposal may be submitted, reviewing the technical and pricing proposal documents for submittal to customers.
Coordinate with other Company functions as required to ensure appropriate reviews are scheduled and conducted, and that all required approvals are obtained prior to submittal of proposals or execution of contractual documents.
Research and make recommendations on contractual language in various business documents and seek guidance on complex terms and conditions from senior management in the Contracts and Commercial function.
Administer all aspects of assigned contracts or purchase orders including, but not limited to, contract funding, scope changes, contract amendments, receipts and disbursements, delivery schedules, legal requirements, claims, and closeouts.
Maintain logs of contract and proposal data as required to assist in data collection for monthly/quarterly reporting.
Compile and maintain all required contractual records and documents in accordance with contracts requirements and Company policies and procedures.
Perform limited proposal analyses including, but not limited to, evaluation of cost and price submissions to ensure that such are prepared and submitted in strict accordance with applicable laws, regulations, contractual provisions and Company policy.
Advise and assist with intellectual property and patent-related matters.
Assist with basic legal matters and potentially seek guidance from internal and external counsel as necessary.
Basic
Qualifications:
Bachelor's Degree required
Minimum of 5 years of experience with both commercial and federal contracting.
Working knowledge of UCC (Uniform Commercial Code), FAR (Federal Acquisition Act) and DFARS (Defense Acquisition Regulations System) regulations, and TINA (Truth In Negotiations Act)
Basic knowledge of ERP systems, and ability to learn local program.
Must be able to utilize computer skills to prepare appropriate documents.
Must be able to attain a government security clearance.
Ability to work extended hours, on weekends, and/or from home if necessary.
Preferred
Qualifications:
Minimum of 10 years of experience with commercial and federal contracting experience.
Legal experience/training a plus.
