As an Instructor of Speech, you will teach undergraduate courses in Speech and other courses appropriate to the field. The incumbent may be tasked to conduct other specialty related projects that supports the educational needs of Haskell. Classes taught will be composed of American Indian and Alaskan Native students from numerous tribes with diverse backgrounds and traditions representing this country's Indian nations.

As an Instructor of Speech, you will serve as a faculty team member. Duties include, but are not limited to:
Planning classroom instruction by developing, annually updated, and maintain course syllabi aligned with instructional and professional standards. Develops interdisciplinary instructional materials through a team approach with other faculty members.
Learning and utilizing an awareness of the unique background of students with American Indian and Alaska Native heritage to incorporate related native materials or perspectives into instruction where appropriate.
Developing criteria for testing, assignments, and other instruments to evaluate student proficiency; administering tests, written assignments and other evaluative materials on a regular basis; and advising students concerning their progress to meet course objectives.
Conducting class room learning activities, including but not limited to lectures, activities and exercises, audio-visual media, technology, field trips and exchange, group discussions, and other appropriate measures to stimulate student attention and interest.
Representing Haskell at professional conferences, workshops and seminars. Serving as a faculty advisor for students and on faculty committees. Proposing and administering grants that support students and/or university programs.
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
BASIC REQUIREMENTS: Master's Degree or Ph.D. that included or was supplemented by major study in education or in a subject-matter field appropriate to the position (typically a degree in the field of Speech or Communication/Communication Studies).
In addition to meeting the basic requirements listed above, candidates must have specialized experience as identified below.
SPECIALIZED
Experience: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the Federal Service.
For GS-09: Two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
For GS-11: 1 year of specialized experience equivalent to at least GS-09 grade level in the Federal Service, OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.
Examples of qualifying experience include: full-time Instructing in a college or university developing, researching, and administering course syllabi, materials, labs and activities; delivering lectures and presentations for upper level courses in a college or university; evaluating students' progress on standards based approach; collaborated with college and university faculty on maintaining accreditation requirements; serving on or chairing numerous committees which dealt with issues such as curriculum, goals and objectives, standardized testing, staff selection, and policy.
EDUCATION: This position has a positive education requirement; to qualify you must submit a copy of your transcripts or list of courses with credit hours, major, and grade-point average or class ranking. Application materials will not be returned.
A Master's Degree is required for this position.
SUITABILITY & CLEARANCE REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
DRIVING REQUIREMENT: Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.
Applicants will be evaluated and rated under the Category Rating and Selection process. Under category rating, applicants who meet basic minimum requirements established for the position and whose job related competencies or knowledge, skills, and abilities have been assessed are ranked in two or more predefined qaulity categories. The final certificate will group applicants into the top category, applying veteran's preference as appropriate, instead of ranking the applicants in numeric score order.
If basically qualified, you will be further evaluated to assess the quality, depth, and complexity of your accomplishments, experience and education in relation to the job related competencies or knowledge, skills, and abilities required for the position and placed in one of the following categories:
BEST QUALIFIED: Applicants that possess all of the job related competencies identified as important for successful job performance.
WELL QUALIFIED: Applicants that possess a majority (i.e., more than half but not all) of the job related competencies needed for successful job performance.
QUALIFIED: Applicants meet the basic eligibility and minimum qualification requirements but do not meet the definition of Best Qualified or Well Qualified as described above.
Preference eligibles are listed ahead of non-preference eligibles within each quality category. Veteran's preference is absolute within each quality category. Compensable veterans (CPS and CP) will float to the top of the highest category regardless of their final rating, except for Professional positions at GS-9 & above where they would be placed at the top of the category determined by their final rating. Non-compensable veterans (XP and TP) will go to the top of the category provided their final rating meets the cut-off rating for that category.
