Summary:
This position reports to the territory Senior Manager, Engineering and is responsible for directing maintenance, repair, and replacement of track, roadbed and right of way within an assigned territory, in accordance with sound engineering practices and approved railway standards, specifications, procedures and budget.
o To prioritize and manage multiple projects (operating and capital) with related work processes, equipment and track worker resources, to maximize asset utilization, to control costs and to ensure compliance to safe working procedures and practices.
o To lead people providing clear direction and goals, ensuring and building required competencies, resources and motivation
Responsibilities:
o Interviews candidates and approves hiring for track worker positions.
o Conducts investigations per collective agreement and issues/recommends discipline, leading up to and including dismissal. Responds to grievances presented by union representative or employee.
o Communicates policies, company and local goals to create clear understanding of direction and expectations. Trains employees on safe and productive work procedures
o For assigned territory (150 to 250 miles, and up to 400 miles with branchlines) inspects track structure and public road crossings in accordance with Engineering Track Standards, inspects ditches, culverts and right of way to ensure proper drainage and track stability, inspects right of ways, fencing and vegetation to prevent unauthorized access to track and to ensure clear sight lines for train operation and inspects rail and special track work (e.g. turnouts) to identify rail defects and prioritize maintenance of rail and special track work in accordance with Engineering Track Standards and Transport Canada Track Safety Rules
o Supervises track maintainers, track services and contractors to maintain track structures and right of way, to repair rail, de-stress continuous welded rail (CWR) and to repair special track work in accordance with Engineering Track Standards.
o Identifies road crossing work and advises municipalities of required work to meet CN and municipality road crossing agreements. Supervises work to ensure work meets the standards of CN and the municipality agreement.
o Analyzes and interprets rail flaw detection reports to identify rail conditions requiring action to meet Engineering Track Standards and to take action: direct immediate rail repair; implement slow orders to protect train operation; recommend rail program work.
o Plans, prioritizes and structures work blocks with Transportation and Rail Traffic Control to ensure work blocks are consistent with service commitments and track maintenance requirements. Supervises workforce, contractors, equipment, and materials to meet work block commitments within the assigned duration and with minimum effect on yard operation/train traffic

Employment Requirements:
o High school Education
o 5-10 Years Experience
o Leadership, communication, planning and organizing, problem solving and decision making, process improvement, investigation of accidents, injuries and incidents, budget control and customer service (internal and external)
o Comprehensive knowledge of track structure, construction and maintenance, track defects (seriousness and implication for repair and train operation), operating rules, engineering standards, and engineering operation measures.
o Commitment to safety
o Working within a collective agreement
o Computer Skills (Excel)
