_FORMER FEDERAL EMPLOYEES_: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. _SUMMARY OF DUTIES_ : The incumbent will ensure that leases permits, easements and/or rights-of-way are issued at or above fair market value for the use of the land and that all terms and conditions of the contract are met in order to facilitate opportunities for beneficiary involvement and responsibility in the use and management of trust assets.
Serves as an advocate in assisting the Tribes and Tribal members with respect to the utilization of their real property holdings.
Analyze request for use of Indian-owned trust assets and resolves any lease-related problems with owners or leases/agreements.
Consult beneficiries, lessees, land owners and other interested parties about the contracting process, options and other needs and documentation.
Prepares or oversees the preparation and publishing of an advertisement for lease/contract.
Identify lands available for lease from expiring leases or through review of idle lands reports.
Analyze the transaction, including the application, land description, appraisal, NEPA, TSR, and other clearances, to ensure compliance with statutory authority, laws, regulations, tribal ordinances, policies and procedures.
Makes recommendations for contract approval or disapproval.
Completes approvals, disapprovals, and awards, and notifies beneficiaries and other interested parties of the decision.
Determines ownership to authorize distribution of funds.
Ensures that all parties are in compliance with the terms and conditions of the contract.
Performs on-site inspections for compliance; recommends corrective action or changes needed; tracks and evaluates compliance issues and corrective actions; and takes appropriate corrective action in response to violations

_GS-9_ : 1 year of specialized experience equivalent to the GS-7 grade level in the Federal service that included work involving providing oversight to management of trust and restricted property; responds to technical inquires and explains realty services and processes in the area of contracts management; prepares in draft realty transactions of moderate difficulty for review and approval; maintain and retrieve information from automated systems performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation. Maintain and retrieve information from automated systems. These examples are not all inclusive (refer to the summary of duties for specialized experience) _OR_ Master's or equivalent graduate degree _or_ 2 full years of progressively higher level graduate education leading to such a degree(36 semester hours, 54 quarter hours or equivalent); o_r_ LL.B. or J.D., if related to this position.
_GS-7_ : 1 year of specialized experience equivalent to the GS-5 grade level grade level in the Federalservice that included work involving responding to inquiries and explaining Realty services; prepares in draft routine realty transactions for review and approval; perform quality assurance on detail transaction data, i.e., contracts and conveyances; coordinates records for compliance with established record management guidelines; assist in maintaining and retrieving information from automated data systems; assist with ensuring that leases, permits, easements and/or rights-of-way are issued at or above fair market value and that all terms and conditions of the contract are met. These examples are not all inclusive (refer to the summary of duties for specialized experience) _OR_ 1 full year of graduate level education(18 semester hours, 27 quarter hours or equivalent); _or_ Superior Academic Achievement (SAA) - see definition of below.
_SUPERIOR ACADEMIC ACHIEVEMENT_ : Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
