## Position Description
Introduction: The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Special Security Representative (SSR).

Summary: Serve as a subject matter expert on government sponsors' sensitive compartmented information (SCI) security requirements as outlined in Intelligence Community Directives and applicable regulations. Support Laboratory Program Managers to enable and securely administer sensitive compartmented information (SCI) programs, facilities and activities. Serve as a subject matter expert on sponsors' sensitive compartmented information (SCI) security requirements. Plan and manage special security requirements with a strong technical understanding of tasks that may include emerging technologies, research & development, or engineering applications. ## Qualifications
Duties:
1. Responsible for the security of SCI programs; maintain a complete understanding of the Program's technology, operational and/or RDT&E; activities to enable the programs and ensure the program's compliance with applicable security standards. Serve as a subject matter expert on sponsors' SCI security requirements as outlined in Intelligence Community Directives and applicable government regulations and contract provisions; write security plans and procedures. Assist in reviewing RFPs and DD254s; use a high level of initiative and innovation in identifying and resolving problems. Coordinate with government SSO and Laboratory CSSO counterparts. Anticipate issues and resolve in a secure manner. (35%)
2. Oversee and/or provide SCIF security administration. Conduct, manage, and coordinate SCI personnel, information, physical and technical security actions and procedures according to applicable security practices and manuals. Conduct SCI security briefings, indoctrinations and debriefings; obtain signed non-disclosure agreements and perform related personnel security actions. Conduct annual self-inspections. Facilitate prepublication reviews. Investigate and resolve SCI security infractions. Conduct internal audits. Perform courier duties. Lead or assist with classified meeting preparation and execution. Support the planning and execution of security education programs. (35%)
3. Assist with interpreting, applying and complying with Security Classification Guides. Ensure that the SCI infrastructure, e.g. networks, systems, facilities required by selected program(s) is appropriate for the RDT&E; being performed; ensure information systems and networks comply with contract requirements by working with the assigned Information Assurance Officer (IAO); assist the IAO with executing IA duties; ensure appropriate accreditations are in place for facilities and systems, to include co-use, joint-use agreements and MOUs/MOAs. 4. Establish working relationship with government security counterparts. Attend government-sponsored events and symposia as required. (5%)
Required Qualifications: Bachelors Degree in Business, Security Management, similar field, or equivalent experience. Three or more years experience in SCI or compartmented program support to include at least two years of professional-level experience. Strong personnel security and customer service capabilities. Experience working with Intelligence Community Directives (ICDs) and similar Federal security directives. Understanding of the Intelligence and Department of Defense communities. Proven ability to multi-task efforts without sacrificing quality work products. Ability to provide security support to multiple programs. Evidence of strong writing, organizational skills and follow-through. Able to interact professionally with staff at all levels. Proven track record of successfully solving problems given short deadlines. Understanding of government personnel data bases such as JPAS, Scattered Castles, SIMS, and E-Qip.

Qualifications: Five or more years experience in SCI or compartmented program support to include at least three years of professional-level experience. Direct experience working as a Special Security Representative, Contractor Program Security Officer, or Facilities Security Officer. Thorough understanding of DoD organizational structures. Direct experience with database functions, including JPAS, and eQIP. Demonstrated ability to coordinate special security requirements with technically complex engineering programs, including the understanding of systems engineering, cyber operations, and special operations. Demonstrated general organizational skills. Demonstrated excellent oral and written communication skills, and the understanding of customer focus.
Special Working Conditions: Will be working in a closed environment; extended hours periodically required; valid state driver's license required; minimal (1-2 weeks per year) local and out of area travel may be required.
Security: TS/SCI Clearance w/ CI Poly is required, w/ FS is preferred. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Sensitive Compartmented Information. Must be eligible for a Polygraph examination. Preference for current SSBI. Eligibility requirements include US citizenship.
