Description :
Under general supervision, formulates and defines systems scope and objectives through research combined with a basic understanding of business systems and industry requirements.
Duties and
Responsibilities:
Elicit requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpoints.
Analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary.
Designs software User Interfaces for optimal user experience and adherence to customer process flows.
Creates and executes software test cases and scenarios (verification and validation).
Tracks and documents changes to functional and business specifications.
Develops or modifies procedures to solve moderately complex problems within information systems.
Acts as liaison between end-user communities, stakeholders, and service providers within an enterprise.
Interviews personnel from functional user area under study to learn general purpose of systems and information requirements of positions involved in the data flow.
Analyzes client resources, including funding, personnel, and unfunded requirements.
Monitors and documents post-implementation problems and revision requests.
Provides guidance to less experienced Business Systems Analysts.
Participates in ad-hoc budget analysis tasking as needed.
Required Qualifications:
Active Secret Clearance
Completed Bachelor's degree or equivalent and two to four years of related experience.
Candidates must have a professional demeanor, good people skills, the ability to excel in a multi-tasked and dynamic environment, prioritize tasks, and manage to schedule.
Analytical skills to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements.
Interviewing skills to talk with individuals and groups about their needs and ask the right questions to surface essential requirements information.
Interpersonal skills to help negotiate priorities and resolve conflicts among project stakeholders (such as customers, product management, and engineering).

Qualifications:
Previous experience with DoD PPBE (Planning, Programming, Budgeting, and Execution).
Previous experience using DoD PPBE Budget Formulation and Execution software systems.
Familiarity with PPBE products/outputs such as POM/BES, President's Budget Request, RMDs, J-Books, Dash-1s, Budget Exhibits, Green Book.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
