Description : The qualified candidate will serve as a Relations Manager supporting the Joint Program Executive Office for Chemical and Biological Defense (JPEO CBD) Omnibus Program and Engineering Technical Support (OPETS) contract. The candidate shall establish strategic partnerships, identify opportunities and coordinate events, both within the DoD and with external stakeholders (e.g., Department of Homeland Security (DHS), etc.), to synchronize efforts with ongoing CBDP initiatives for the Joint Program Management Office for Guardian. Candidate will effectively implement and ensure that the Government's high standards of performance are met, including contractual requirements and timely delivery of quality products. Candidate should be a self-starter and an experienced team leader with significant management experience.
Primary duties will include (but not limited to):
Serve as a liaison with HQDA representing the JPM at meetings when the JPM/DJPM is unable to attend.
Provide program information, analyses, and recommendations to HQDA to support program actions and decisions.
Provide status updates of ongoing HQDA actions pertaining to Integrated Base Defense (IBD) and all Joint Urgent Operational Needs Statements (JUONS) and Operational Needs Statements (ONS).
Serve as a liaison between JPM G and the Department of the Army Plans and Operations Division (G3).
Establish working relationships with senior Government staff within ASA(ALT), specifically in the Fires and Force Protection Division.
Develop program policy, operations, installation smart books, and budgeting.
Provide input and analysis of POM sustainment cost projections.
Education :
Master's Degree in Engineering, Communications, English, Business Management, or related discipline.
(Desired) Defense Acquisition University (DAU) Level III certification in Program Management or Systems Engineering or the civilian equivalent.
A combination of a Bachelor's Degree in Engineering, Communications, English, Business Management, or related discipline, and a DAU Level III certification in PM or SPRDE, and 12 years of general experience and eight years of relevant experience may be substituted for a Master's Degree.
Experience :
A minimum of 10 years of general experience.
A minimum of six years of relevant experience as a relations manager in a program office or similar organization.
The contractor shall possess expertise in emergency management operations and demonstrate the ability to apply this knowledge to training, policies, plans, and procedures as required.
The contractor shall possess familiarity with Army organization and processes at the Service (i.e., HQDA) and installation level.
Must be well versed in the use of Microsoft Outlook, Word, Excel, Power Point and Project.
