This position is being filled under the Pathways Recent Graduates Program located in The Department of Veterans Affairs, Technology Acquisitions Center (TAC), Office of Acquisition Operations (OAO), Eatontown, NJ United States.

DUTIES:
As a Recent Graduate Computer Engineer in the Acquisition Rapid Response Office (ARRO) of the TechnologyAcquisition Center (TAC) you will be provided with a unique learning opportunity which will enable you to add to the knowledge that you gained from your college education by performing a variety ofdevelopmental duties in support of the overall work of the TAC.
Gathers and reviews a variety of narrative and/or statistical data to prepare reports.
Conducts analyses of date to support conclusions or recommendations for action.
Reviews engineering regulations or policies applicable to assignments to determine impact.
Works closely with higher graded engineers on determining customer requirements for IT systems, services, software or hardware.
This position is developmental in nature, leading to the target grade of GS-12.
GS-12 dutiesinclude:
Conducts analysis for optimum approaches to meet the user requirements for IT
equipment, systems, hardware, software and services for assigned programs/projects.
Analyzes engineering change proposals, deviations and waivers as to their necessity, feasibility and adequacy for meeting schedules.
Serves as a technical advisor and focal point for assigned contracts/programs involving mission critical computer engineering information technology resources.
Reviews and evaluates the contractor's systems, policies, procedures, activities and products used in the development process.

_Basic Qualifications Requirements:_
1. To meet the Program requirements, you must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.
2._ INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR ALL PROFESSIONAL ENGINEERING POSITIONS. You must meet either A or B requirements below:_
A. _Degree_: Have a Bachelor's degree in Professional Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited school and/or the curriculum included Differential and Integral Calculus and courses (beyond first-year Physics and Chemistry) in five of the following seven areas of Engineering Science or Physics; (a) Statics, Dynamics; (b) Strength of Materials (stress-strain relationships); (c) Fluid Mechanics, Hydraulics; (d) Thermodynamics; (e) Electrical Fields and Circuits; (f) Nature and Properties of Materials (relating particle and aggregate structure to properties); and (g) any other comparable area of Fundamental Engineering Science or Physics, such as Optics, Heat Transfer, Soil Mechanics, or Electronics.

B. _Education/Experience_: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional Engineering, and (2) a good understanding, both theoretical and practical, of the Engineering sciences, and techniques and their applications to one of the branches of Engineering. The adequacy of such background must be demonstrated by one of the following:
(1) _Professional Registration_. Have current registration as a professional Engineer.
(2) _Written Test_. Have evidence of having successfully passed the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET.
(3) _Specified Academic Courses_. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in A above.
(4) _Related Curriculum_. Have successfully completed a curriculum leading to a Bachelor's degree in Engineering Technology or in an appropriate professional field (e.g., Physics, Chemistry, Architecture, Computer Science, Mathematics, Hydrology, or Geology) and have 1 year of professional Engineering experience under the guidance and supervision of a professional Engineer. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. Note: Your education/experience will be thoroughly evaluated under this provision. To ensure you receive maximum consideration, you should provide detailed descriptions of professional engineering duties performed under the guidance and supervision of a professional Engineer; continuing education/training received; evidence of acceptance in the professional engineering field (i.e., patents, associations, published articles, etc.), and any other relevant factors.
_In addition to meeting the basic requirements described above, you must meet the qualification requirements for the grade that you are applying for_:
To qualify at the GS-07 level, you must meet one of the following qualifications requirements:
A. Specialized
Experience: have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal Service performing the following duties: performing administrative duties such as gathering and reviewing a variety of narrative and/or statistical data to prepare reports; reviewing engineering regulations or policies applicable to assignments; applying knowledge of computer systems and software design; and conducting analyses to support conclusions or recommendations.

B. Education: have Superior Academic Achievement at the baccalaureate level in a professional engineering curriculum. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. C. Combination of experience and education: You may qualify for this position if you have a percentage of the specialized experience described above and a percentage of the education described above such that when the two percentages are added together, they total at least 100 percent. A. Specialized
Experience: have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal Service performing the following duties: research, analyze, interpret, evaluate, and carry out difficult but conventional assignments; reviewing engineering regulations or policies applicable to assignments; applying knowledge of computer systems and software design; conduct analytical investigations using the scientific method; and articulate information through various venues such as discussions, meetings, fact sheets, reports, design documentation, briefings, and presentations.

Education: have successfully completed 2 full years of graduate education or a master's degree in engineering or related fields which provided you with the knowledge, skills, and abilities necessary to perform the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (MUST SUBMIT COPIES OF TRANSCRIPTS)

C. Combination of experience and education: have less than the one-year of experience as described in A, and have not completed my graduate level education as described in B. However, you have a combination of such experience and graduate level education that, when combined, equals at least 100% of the total requirement. To determine if you qualify by combining experience and education, compute your total qualifying experience as a percentage of the total experience required; then determine your education as a percentage of the total education required. Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Knowledge of computer engineering concepts, principles, disciplines, and practices of to support a full range of computer engineering functions relating to state-of-the-art Information Technology (IT) systems and subsystems.
Knowledge of IT and software development life-cycle management, computer engineering regulations, practices, and procedures to provide support to a IT program/project and professional engineers performance requirements and major operating characteristics of IT systems and programs.
Ability to communicate orally and in writing to develop, plan, coordinate, and ensure system and program requirements are properly identified and documented to ensure the success of IT systems and programs.
Skill in analyzing data and evaluating systems engineering studies, proposals, and reports.
