First Data Government Solutions is seeking highly motivated consultants with Subject Matter Expertise in federally supported state HHS programs - Medicaid (Title XIX); Children's Health Insurance program (Title XXI); WIC; SNAP; TANF; HEAP; Child Care Services; Foster Care Services; Adoption Services; Child Protective Services; Adult Protective Services; Child Welfare and Community Services; and Developmental Disability Services. You will be responsible for delivery of the required set of project deliverables, while complying with all applicable laws, regulations, policies, standards and guidelines affecting State of New York Information Technology projects.

In addition to project specific duties and when not deployed to a project, you will also be responsible for supporting the Enterprise Services Center of Excellence to help mature the consulting practice and deepen First Data's presence in targeted markets. This includes assisting with methodology and practice guide refinement, proposal preparation, consulting training development and delivery, project start-ups and project health checks.
# Job Specific Responsibilities
Program Area SMEs will be responsible for some of the following duties:
Sharing program expertise in support of all quality assurance and quality control activities
Providing program-based expertise to team in support of any preliminary architecture and later SI activities
Ensuring program area needs are addressed in term of organizational change communication and training support
Providing ongoing risk and issue assessment in program areas affected by the IES project
Estimate level of effort and timing effectively
Focus on customer experience and service for internal and external customers
Distribute application and process knowledge and mentor team members on areas of expertise
Identify opportunities to improve the processes and quality of work products

We are specifically seeking employees with experience in State Government Human Services Systems. That includes Health Benefit Exchange, MMIS, Medicaid, Medicare, Integrated Eligibility Systems, SNAP / TANF, Health Information Exchange, WIC/EBT, Child Support and Child Welfare (SACWIS) Systems and other IT Systems that support human services programs. Your experience may be as a state government employee or as a third party consultant.
There are many well qualified people with experience in the private sector and we hire them for other roles, but please only respond to this posting if you have State Government Human Services Systems experience.

Excellent written and verbal communication skills. Must be able to plan and facilitate presentations and client meetings, and guide the First Data and client Teams in developing required deliverables and work products.

4-year college degree or equivalent experience

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
