Combat Rescue Helicopter Earned Value Management System Financial Analyst

The Defense Systems & Services Finance Organization is looking for an enthusiastic (Earned Value Management System ) EVMS - Financial Analyst for the Combat Rescue Helicopter program. The candidate will help coordinate all EVMS financial reporting responsibilities in full compliance with government NDIA ANSI-748 and Integrated Program Management Reporting (IPMR) DI-MGMT-81861 requirements. Program interface will include CRH Program Management, IPT's, Cost Account Managers (CAM's), Contracts Administration, Engineering, Purchasing, Operations, Aftermarket Support and Teaming Partner Lockheed Martin.
The ideal candidate should have solid analytical, communication, and time-management skills, be team orientated and have a strong work ethic. Financial liaison responsibilities will also include DCMA personnel, and SAC Government Accounting, Earned Value Center of Excellence and Enterprise Performance Management (EPM) personnel.
Responsibilities include, but are not limited to:
1. Establish budgets and work break down charging structure
2. Develop/Issue PWA (Program Work Authorization).
3. Develop/Issue CAWA's (Control Account Work Authorizations).
4. Team with Program Management, CAMs (Control Account Managers), and PP&C to develop a detailed by task, program execution plan that will satisfy full criteria EV requirements.
5. Coordinate all system administrator and enterprise SAP financial interface requirements for the classified EV Engine
6. Provide timely delivery of EV metrics to SAC PMT and Contract Performance Reporting (CPR) to the external customer.
7. Reconcile actual cost of work performed (ACWP)
8. Provide routine ad hoc cost variance analysis to Program Management team.
9. Participate in Baseline Change Control Board (BCCB). Identify cost impacts resulting from Change Request's (CR) and ensure proper evaluation before inclusion into the Integrated Master Schedule (IMS).
10. Assist in the Estimate at Complete (EAC) exercises
11. Analyze risks and opportunities to the EAC
12. Interface with Contracts personnel for contract modifications that drive potential financial impacts to the program.
13. Maintain Undistributed Budget (UB) and Management Reserve (MR) logs.
14. Support EV surveillance audits and reviews as necessary.
15. Ensure program compliance with the ANSI-748 32 EVMS guidelines.
16. Participate with government program personnel in contractual events.
17. Deliver financial CDRLs in accordance with Contractor Cost Data Reporting (CCDR)
