This position is located in the Family Readiness Branch, Headquarters Marine Corps, Marine Corps Base Quantico Virginia.

Serves as Program Analyst responsible for troubleshooting and analyzing problems for all Family Readiness functional/ technical initiatives including but not limited to: Microsoft SharePoint, organization communication tools and other MF Programs as assigned. Handles on-going and escalated issues presented by clients and staff. Independently reviews and recommends approval or disapproval of Family Readiness plans and materials; analyze and develop proposals or provisions in terms of impact on program resources requirements; develop new and revised operating procedures and standards. Establishes priorities, sets deadlines and develops work schedules to meet system and user needs.
Acts as liaison with managers and departments, staff, field commands branch heads and system administrators to: determine system problems and needs, plan and develop new applications and solve operation problems. Initiates contact with internal support groups, commands, field personnel, and outside vendors as necessary to identify and resolve problems. Provides end user support via telephone, email and call center requests. Provides backup and restore operations on user directories.
Conducts all tasks to coordinate and execute acceptance level testing, user training, software system implementation, application administration, helpdesk, problem solving, and change control. Performs tasks to build and execute functional test plans and test scenarios for technical solution. Documents training, help and instructional materials to instruct and guide functional system users.Creates and administers Active Directory and user accounts for systems as necessary.
Reports to the Program Family Readiness Functional Systems Section Head. Collaborates with Family Readiness Officers (FROs), Subject Matter Experts (SMEs), Marine Corps Family Team Building (MCFTB) Trainers, IT partners and all others that may be required to insure comprehensive coordinated project efforts. Ability to create and provide input to project plans and consistently seek opportunities for process improvement. Assists with understanding and translation of business needs to functional and IT requirements. Assists design and documentation of functional models and workflows.
May conduct Train-The-Trainer sessions to prepare potential trainers to accomplish training efforts. May conduct hands on, and/or lecture based training sessions to prepare users to use applicable automated tools. May conduct advanced training or refresher training sessions to reinforce practices and procedures for users. May coordinate arrangements for training with appropriate points of contact to include: scheduling, room set up, administration of pre-class activities, publicity, preparing equipment and supplies, maintaining accountability of statistics (i.e., attendance, completion rate. Assists in developing guidelines, instructional methods, course materials and training aides. May work a fluctuating work schedule and travel to complete work assignments outside of the typical work week and work hours.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Discusses matters involving: difficult technical problems, application of new or questionable techniques and methods, and clarification with the Branch Head or higher level supervisor. Negotiates agreements with officials to correct aspects of the operation not consistent with federal requirements. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies.
Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met, and to insure that changes do not include provisions contrary to basic law when applicable. Provides assistance on compliance with policy to other program specialists who develop the program evaluation plan, determine coverage, suggest methodology, and provide guidance on handling of technical problems and public relations issues.
Develops and analyzes data to be used in preparing analytical and interpretative reports and guides for program operation. Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations. Researches successful methods and techniques used by other local officials (federal, state, local) and provides information on adapting and extending methods and techniques into new patterns to solve problems. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements.

EVALUATIONS:
Bachelor's degree in Business or a related field appropriate to the work of position AND three years of experience demonstrating familiarity with management policies, information technology, end-user training, concepts, practices, and principles in order to analyze and develop recommendations for improvement in program operations, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Skill to assist in an operations center, help desk or technical support environment to troubleshoot problems and issues is a plus. Must have thorough knowledge and understanding of: requirements collection, functional testing of software solutions and software system implementation planning. Must be adept as a user of computer software systems and tools to include application administration. Must have experience with troubleshooting and problem solving system functional issues. Should have knowledge of the software system life cycle and best practices for change control. Must be skilled communicator, verbal and written, with good customer relations and interpersonal skills.
As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security
Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.

The check will bounce and the victim is left responsible.
