This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

_Duties:_
The primary purpose of this position is servingas Lead Negotiator/Contracting Officer on the Government Negotiation Team responsible for pre-award and post-award acquisition functions involving highly specialized procurements critical to the national security and defense of the United States.
Negotiation: Serves as the Lead Negotiator of an assigned Government Negotiation Team responsible for substantive and significant mission critical program; i.e., a high dollar acquisition that involved multiple complex dimensions requiring the assignment of multiple senior contracting officers and/or technical specialists.
Acquisition Planning: In consultation with and in an advisory capacity to a program manager, develops procurement objectives for the program in terms of competition and price range.
Documentation and Contract Definitization: Determines the adequacy of acquisition documentation and prepares contractual instruments in compliance with FAR and office' policy or procedures, as appropriate for specialized and complex supplies, services, equipment, systems or research and development contracts in support of substantive and significant mission critical programs.
Contract Administration: In coordination with team members and program technical officers monitors contractor performance throughout the period of performance, to include cost, technical performance, scope and administrative changes, Government Furnished Property or Equipment (GFP/E), patent/royalties, overtime, and payments of specialized and complex supplies, services, equipment, systems or research and development contracts in support of substantive and significant mission critical programs.
BASIC REQUIREMENTS:

Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS. OR Be a current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.

Experience:
Your resume must reflect two years of experience in a contracting position. Your resume must reflect specialized experience at the next lower qualifying pay band or equivalent pay system in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties may have included awarding of contracts within delegated contracting authority. Extensive judgment and originality in structuring the contract; decisions are accepted as authoritative and serve as the basis for committing the agency or activity. Results of the work are normally accepted without change. Uses ingenuity and originality in interpreting, applying, and deviating from established procedures or techniques for the purpose of establishing negotiation strategies or positions, and for reaching settlement agreements. Provides advice and guidance on contracting matters to project managers and contracting officers. The work affects numerous subordinates in improving responsiveness to customer requirements and insuring that mission responsibilities are met and maintained.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery and demonstrated knowledge of contract negotiation strategies and techniques to negotiate and administer contracts where contracting actions are not well defined and usually unprecedented in order to achieve the Government's objectives in both competitive and sole source acquisitions with high-level scientific, industry, business and/or Government officials. Demonstrated capability to manage and coordinate activities sufficient to execute a variety of acquisition and contracting activities or actions occurring concurrently, in an overlapping fashion, or sequentially. Controls several simultaneous interrelated programs, activities and contracts with different contractors.Knowledge of directly applicable statutory provisions, regulations, and procedures to be able to perform acquisition initiatives for unique requirements.
2. Comprehensive knowledge of and familiarity with Federal Acquisition Regulations (FAR) and associated federal laws, regulations and procedures applicable to the acquisition and contract administration of complex or unique space-based and/or ground equipment (hardware and software) and/or Contractor Advisory and Assistance Services (CAAS) or Systems Engineering and Technical Assistance (SETA) services contracts.
Comprehensive knowledge of the principles of acquisition planning, commercial business practices, market conditions and technical requirements applicable to a program to assist customers in developing requirements, to evaluate id responsiveness, contractor responsibility, and contractor performance; and implement a plan to procure a system or multi-year program involving successive stages; i.e., knowledge of the regulations and techniques to conduct competitive source selections.
3. Comprehensive knowledge of contract price analysis/cost analysis techniques to analyze and evaluate complex proposals, including complicated teaming and subcontractor arrangements, for bid responsiveness, contractor(s) responsibility, and contractor(s) performance for firm fixed-price and/or cost reimbursement contracts, when historical pricing data and precedents may not be applicable or available in order to prepare a pre-negotiation position. Comprehensive knowledge of the principles of program management, to include research, analytical and program development, and evaluation techniques to coordinate, liaise, and make valid recommendation on new and continuing acquisition reforms and initiatives.
4. Possesses analytical skills sufficient to evaluate audit reports, regulations and other relevant material as a basis for developing and implementing departmental guides or procedures. Knowledge and skill sufficient to conduct management reviews on all aspects of procurement functions, and to provide guidance to contractors; knowledge and skill sufficient to evaluate procurement contracts for compliance with federal agency or command procurement policies and regulations, general business practices, operations, and structures, the procurement process and regulations, and systems, goods, and services being acquired.
5. Comprehensive knowledge of formal advertising procedures in order to solicit bids to procure a variety of requirements ranging from standard to specialized complex state-of-the-art space base, and/or ground electronic guidance command and control systems, radar systems, switching or transmission equipment for nationwide communication networks, technologically advanced space and ground reconnaissance vehicles, aeronautical equipment, telemetry system(s) for spacecraft, or extensive Automatic Data Processing (ADP) Information Technology (IT) equipment and systems. Comprehensive knowledge of and ability to interpret and explain applicable regulations, guidance, policies, and procedures concerning a wide variety of issues, initiatives, and topics that operationally support the mission of the organization. Incumbent possesses knowledge and skill to perform acquisition functions within strict security constraints and special circumstances. Must be able to understand and implement security, and assure that contractual activities do not compromise the program. Incumbent possesses knowledge of contract administrative and termination techniques to insure compliance with the terms and conditions of a contract.
6. Skill in arithmetic pricing practices, mathematics and spreadsheet formulas commonly used in a business environment in order to make the necessary calculations to develop acquisition strategies, compare prices on recurring types of procurement or to perform basic price and/or cost analysis of complex incentive arrangements. Incumbent has the ability to think and analyze strategically, critically and corporately. Incumbent has ability to work independently and also effectively as part of a team. Demonstrated oral/briefing and written communication skills in order to explain and defend decisions to program officials, contracting personnel, contractors, or higher level reviewing officials and to prepare procurement memoranda, draft contract provisions and supporting documentation.

_ADDITIONAL CONDITIONS OF EMPLOYMENT_ :
1. This position is designated critical-sensitive and requires that the incumbent possess a Top Secret (TS) clearance with a favorable Single Scope Background Investigation (SSBI) and must be willing to submit to counterintelligence scope polygraph testing. Incumbent must be able to obtain and maintain a TS/SCI clearance.
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

1. Frequent travel by commercial airline is required to accomplish responsibilities and attend meetings/conferences.
2. Irregular hours and overtime may be occasionally required.
3. On occasion, the incumbent may conduct intensive negotiations for extended periods of time - i.e. eight hours or longer, sometimes without break periods, and occasionally late into the evening. Conducting intensive negotiations for prolonged periods and the travel associated with it require above average resistance to fatigue.
4. The incumbent is required to file an initial OGE Form 450 (Confidential Financial Disclosure Report) upon appointment and will be required to file annually.
5. This is a Critical Acquisition Position. Unless specifically waived by the appropriate Component official, (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the Employee is grandfathered under 10 U.S.C. 1736 (1), the following statutorily mandated requirements (Reference: 10 U.S.C. 1733 and 1737): (1) Selectee must be a member of an Acquisition Corps at the time of appointment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
