Capture Planning and Proposal Operations (CPPO) is an interdepartmental team environment that supports multiple Gannett Fleming Divisions and as such, is an internal client service organization. The Professional Proposal Specialist will coordinate and support strategic company pursuits, including the development and production of proposals and presentations undertaken by CPPO Group. The Professional Proposal Specialist should possess a broad knowledge of proposal best practices and procedures; demonstrate excellent inter-personal and communication skills; and be driven by a strong will to succeed and deliver quality products as part of an internal client service organization.
The nature of submittals will include project-specific Statement of Qualifications (SOQs) and Proposals for local, state, federal and private clients. The position will be based in Camp Hill, PA .
Organizes and coordinates proposal resources (project management/technical team input, proposal support, and graphics/print teams) and ensures completion of all assignments, review of all work, and adherence to CPPO best practices and quality control objectives
Performs detailed assessment of SOQ and RFP requirements; prepares compliance matrices/outlines, schedules according to proposal best practices deployed by CPPO
Concurrent with coordinator responsibilities, assumes any and all writing and editing responsibilities as required by level of effort and internal client needs, ensuring attainment of CPPO quality objectives and deployment of best practices
Facilitates proposal reviews and ensures completion of interim milestone objectives in accordance with CPPO best practices. Compiles and distributes meeting notes and review comments from all proposal meetings. Ensures incorporation of changes in collaboration and coordination with Project Management and Capture Planning Team
Also provides routine assistance to other proposal teams and under direction of CPPO Proposal Managers or other Proposal Specialists, as assigned, including providing proposal support roles as required
Supports interview teams and other sales presentation needs
Researches and compiles information from both external and internal sources, including a variety of databases and data sources for reuse
Routinely ensures the archiving of proposal content and upload to appropriate internal databases or servers as part of proposal closeout procedures. Selects content and guides Assistant Proposal Specialists in crafting boilerplate content (resumes, project descriptions and profiles, employee credentials, and various standard proposal sections). Performs quality checking of work prior to final upload to archives
Participates in CPPO training and knowledge sharing activities and demonstrates progressive ability over time to incorporate best practices into daily work assignments
Performs self-check of work products and coordinates independent quality control review in accordance with CPPO quality procedures
Degree in marketing, journalism, communications, business or applicable field related to GANNETT FLEMING's core business or comparable and relevant professional experience
Minimum 3 years of combined prior proposal experience is required, including a progressively increasing level of responsibility during the past year
1-2 years of experience with RFP responses and some section writing experience. Exposure to architectural, engineering, design, and/or construction management services for transportation, facilities, and/or environmental market sectors strongly desired
Excellent leadership, professional writing/editing, communication, and organizational skills required
Strong ability to perform multiple tasks concurrently and work in fast-paced environment when required
A basic understanding of the market sectors served by GANNETT FLEMING's industry (environmental remediation, civil engineering and consulting, and construction related to these fields) is preferred
High competency in Microsoft Office applications (Word, Excel, Power Point). MS SharePoint experience/competency a plus

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
