The incumbent will serve as a Realty Officer, as Chief of the Contract Assurance Unit (CAU), under the general supervision of the Assistant Director for Oversight. He/she will be responsible for monitoring and support of the VA service provider operation in order to ensure compliance with the requirements of the Real Estate Owned and Portfolio Servicing Contract Quality Assurance Surveillance Plan, for Performance Requirements Summaries, and for managing, planning, training, and directing the work of supervisory, administrative, and clerical staff. __Knowledge of a VA or other nationwide home loan program as it relates to real estate owned oversight or loan servicing is highly desirable for placement in this position__. __Specific consideration will be given to candidates with real estate owned oversight as it pertains to transferring, securing, repairing, marketing, and selling OR to candidates with loan servicing experience in supplemental servicing, loss mitigation, and claims processing__. Major regular and recurring duties will otherwise include :
- Ensuring compliance with the requirements of VA's Real Estate Owned (REO) program.
Developing major policy related to the determination of VA REO assets.
Ensuring that the servicing contract is in compliance with applicable regulatory guidelines and CAU policies and procedures.
Planning and organizing CAU audits of broad scope and complexity.
Making recommendations in response to changes in policies, procedures, and organizational goals.
Performing objective and substantive analyses of the CAU's audits and reports.
Providing guidance to subordinate staff members in analyzing and synthesizing data.
Using effective data analysis techniques to draw conclusions and make recommendations for solutions to program issues.
Acting as primary manager responsible for providing accurate and consistent information to the public.
Providing technical advice concerning RPSC (Real Estate Owned and Portfolio Servicing Contract) Services as they relate to the development and enhancement of automated systems.
Maintaining relationships with service provider personnel, VA Central Office, Congressional staff members, and veterans.
Representing the VA on REO sales, portfolio monitoring, and residual organization issues.
Planning, prioritizing, and assigning the work of subordinate realty and loan specialists.
Evaluating work completed to ensure acceptable quality and timeliness.
Counseling and advising subordinates regarding work and administrative matters.
Developing appropriate performance standards and evaluating subordinates' work performance.
PHYSICAL REQUIREMENTS: The work is primarily sedentary; some walking and light lifting within the work area may be required.

GS-14: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped you with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience include, in the aggregate, realty program managerial duties in a position closely comparable, with substantive responsibility for an area of the VA home loan program and/or a nationwide home loan program as it relates to (1) Real Estate Owned (REO) oversight or (2) loan servicing; applying governing statutes, regulations, policies, processes, procedures, and systems pertinent to contract assurance and portfolio servicing or other similar national-level single family home loan programs; analyzing (e.g., reviewing and evaluating), comprehending, and applying decisions derived from a variety of data or complex information; communicating clearly and concisely, both orally and in writing, on issues of complex analytical, technical, and policy related matters; and managing and/or supervising (e.g., planning, organizing, directing, reviewing, etc.) the work activities of subordinates.
There is no educational substitution for job placement at the grade GS-14 level .

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
