Summary
The Principal Engineer - Transmission and Distribution, investigates and analyzes the technical and engineering needs of electric cooperatives regarding engineering, construction and operations standards, practices and policies, with emphasis on strengthening the expertise of cooperatives' engineering & operations staff in order to meet today's and tomorrow's challenges. The incumbent will focus on the evolving changes in technologies and practices in the industry, such as distributed generation, advanced distribution automation and SCADA, renewables, etc, and their impact on cooperative distribution systems and operations, as well as advocating for policies, procedures and standards acceptable to electric cooperatives.
The Engineer - Transmission and Distribution Engineering also coordinates activities of the NRECA Transmission and Distribution Engineering Committee (T&DEC;) and one or more of the following technical subcommittees:
Overhead Distribution
Underground Distribution
Substations
Transmission
System Planning
Power Quality
others as assigned.
These committees are comprised of over eighty (80) volunteer engineering professionals from rural electric systems. The committee assists the Rural Utilities Service (RUS) with technical services and updated engineering standards and specifications for electric distribution cooperatives across the nation. Also, represents NRECA in related national technical and engineering standards development activities such as IEEE and NESC.
Purpose and Mission
Plans, directs, develops, and implements the activities of assigned subcommittees of the NRECA Transmission and Distribution Engineering Committee (T&DEC;), to assist in providing to all NRECA members the engineering specifications, standards, information, and services required to upgrade and construct transmission and distribution facilities which maintain reliable service to co-op consumers.
Develops and executes communications activities to report results of T&DEC; projects and activities to NRECA member systems, other NRECA staff, and the RUS.
Budgets and creates plans and specifications for establishing support contracts, locates capable engineering firms through competitive bids, manages contractor performance and expenditures, and communicates progress to the appropriate NRECA staff and committees.
Establishes and maintains ongoing liaison with NRECA member systems through NRECA standing committees, various Statewide engineering and operations committees, the Engineering and Operations Newsletter and the E&O; Listserve, among others, to understand the technical needs of cooperatives and how the T&DEC; results can best be applied in support of those needs.
Works closely with NRECA regulatory, legislative, communications, research and education staff on matters impacting the electric distribution systems and operations of cooperative members with particular emphasis on issues such as integration of renewable energy, distributed generation, advanced distribution automation, advanced SCADA, smart grid, energy efficiency and microgrids, among others.
Works closely with the employees of the Electric Staff Division of the RUS to ensure that T&DEC; projects meet the needs of the RUS. This involves preparation of documents with language and formats that meet strict federal government requirements to ensure that the committee's recommendations are implemented by the RUS on a timely basis.
Identifies technical issues and needs of member systems through problem identification and analysis and coordinates development of appropriate standards, processes, procedures and specifications for resolving those problems.
Serves as a member of the General Committee of the National Electrical Safety Code (NESC) and helps coordinate membership of T&DEC; members on each subcommittee of the NESC. Represents NRECA on national standards development organizations such as IEEE.Advocates on behalf of standards, policies and procedures appropriate for electric cooperatives.
Provides consultation and technical/engineering advice to other departments of NRECA, NRECA committees or issues teams, and outside organizations such as the RUS, CFC, NRTC, IEEE, and rural electric systems and statewide organizations.
Requirements and Qualifications
Bachelor's degree in Electrical Engineering with at least ten years of professional experience in the field of electric utility design, construction, and operations.
Prior experience working in a co-op is highly desired and preferred
Professional Engineering (PE) registration preferred.
Professional Engineering (PE) registration preferred.
Knowledge of the Rural Utility Service (RUS) engineering standards and the application of the RUS documents and advice in transmission and distribution design and construction are strongly preferred.
Ability to work effectively with large committees and to coordinate the efforts of volunteers located in various geographic areas.
Demonstrated past experience in solving engineering problems and identifying opportunities for enhancing T&D; system designs are desired.
Experience and established skill in written and oral communications required.
