OCSD is currently looking to fill the role of an Engineer.
Under general direction, the Engineer performs a variety of complex engineering duties involving wastewater treatment and collections systems that may include: providing technical leadership and expertise during design and construction, and is fully responsible for project work assigned; developing the scope of work for wastewater collection and treatment facility projects, and reviewing consultant proposals; performing project management functions on small projects; coordinating the technical design phase of projects; working closely with the OCSD project manager regarding keeping the project on schedule and within budget; evaluating and reviewing complex drawings and designs for conformance with the scope of work, safety and regulatory requirements, design quality expectations, stakeholder needs, codes, policy and procedures, constructability, Engineering Standards, and overseeing the design of engineering plans; performing in-house engineering projects including technical memos, drawings, technical specifications, and contract documents; scheduling and leading technical review meetings and design review workshops; coordinating project requirements and impacts across departments and resolving conflicting stakeholder needs; preparing memos, studies and reports regarding wastewater collections and treatment facilities; inspecting and diagnosing complex plant and sewer system operation and maintenance problems and upgrade needs, and developing improvements; performing hydraulic modeling and calculations; performing utility searches and resolving difficult utility location conflicts during the design and construction of facilities; conducting inspections of wastewater treatment facilities and construction sites; participating in construction management functions such as shop drawing review, contractor requests for information, and construction request for proposals, to ensure projects are constructed in accordance with design intent and contract documents, as well as applicable permits and building codes; participating in project gate meetings; researching engineering and design issues, evaluating alternatives, and preparing and presenting sound recommendations; identifying lessons learned; reviewing and improving Engineering Standards; and providing technical assistance to OCSD staff. At this level, the employee is expected to be fully competent in all tasks related to assigned area of responsibility; serves as a technical resource and advisor; and provides guidance and training to less experienced staff.
Qualifications & Requirements:
The successful candidate will possess a bachelor's degree from a college or university which is accredited by the US Department of Education, with major coursework in engineering, or a related field. Current registration as a Professional Engineer (PE) from the State of California is required. A minimum of five (5) years of increasingly responsible engineering experience is required. Knowledge of modern and complex principles and practices of collections systems, wastewater treatment and pump stations is highly desired. Knowledge and ability to research engineering and design issues, evaluate alternatives, make sound recommendations, and prepare and effectively present information is desired. The ability to prepare, understand, and interpret engineering construction plans, specifications, and other contract documents is highly desired. Experience reviewing and performing hydraulic models and using InfoWorks hydraulic modeling software for wastewater plant and collection systems is preferred. The ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines is required. The preferred candidate will be highly skilled in interacting with project stakeholders, consultants, and city and member agency representatives to coordinate projects during design and construction; communicate effectively in person and in writing; and highly proficient in all Microsoft Office software (Word, Excel, Outlook, etc.). The selected candidate must be in possession of, or have the ability to obtain, an appropriate, valid driver's license by time of appointment.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect District development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
DISASTER SERVICE WORKERS
All Orange County Sanitation District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the Orange County Sanitation District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
