The Military Intelligence Civilian Excepted Career Program (MICECP) is the premier civilian intelligence program within the U.S. Army which is comprised of Human Intelligence (HUMINT) and Counter Intelligence (CI) professionals who are centrally managed, trained and assigned to rewarding positions across the globe.
About the Position: This is a Military Intelligence Civilian Excepted Career Program (MICECP) position. This is an Excepted Service position under the Defense Civilian Intelligence Personnel System (DCIPS). If selected, initial assignment will be to this position and the duties described, in accordance with the MICECP, and will be subject to involuntary reassignment into any MICECP GG-0132-14 worldwide based on program needs. Generally, these rotations occur every 3-5 years. The selectee is also subject to deployment in support of U.S. contingency operations. Based on the rotational nature of this program and variety of positions that can be assigned, it is highly desired that applicant's have counterintelligence and/or HUMINT experience in multiple Theaters; have operational experience as well as staff experience; and CI or HUMINT experience in a deployed environment.

Serve as the Polygraph Team Chief, responsible for the conduct and management of all aspects of a variety of polygraph examinations (PE) to include Counterintelligence Scope Polygraph (CSP), specific issues, source vetting, and the use of interpreters for each member of their team.
Review polygraph procedures to include question formulation, results obtained, and evaluation of polygrams to ensure procedures comply with guidelines established for the type of examination being administered.
Conduct complex and challenging polygraph examinations in personnel security, HUMINT, CI, and counterespionage matters involving DoD and intelligence community (IC) interests.
Provide mentorship and guidance to team members through expert demonstration of skills and abilities related to polygraph and mastery of various examination techniques and methodologies.
Specialized
Experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GG-13). Specialized experience is defined as intelligence-related research, analysis, collections, and/or operations. This experience includes: planning, coordinating, and conducting complex counterintelligence polygraph examinations on military and/or civilian personnel; preparing and evaluating polygraph investigative techniques and methods to be utilized during polygraph examinations; rendering procedurally accurate polygraph opinions; and preparing technical polygraph reports in compliance with established regulations and policies.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge of counterintelligence polygraph principles
Knowledge of federal counterintelligence polygraph policies/directives
Knowledge of counterintelligence polygraph techniques
Knowledge of polygraph training requirements
Competency in leadership
NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at the level at least equivalent to the next lower grade in the series.
Education cannot be substituted for experience at this grade level.

Must sign and comply with the provisions of a mobility (rotation) agreement. Mobility may include unaccompanied tours.

All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
If position is designated as Emergency-Essential (E-E) or Non-Combat Essential (NCE), must be able to fulfill all physical requirements of the Theater of Assignment as demonstrated by annual physical examinations. In addition, if serving with the Ready Reserve, you must be removed from Ready Reserve status and placed in a status from which you will be made exempt from military mobilization and/or recall.
Must successfully complete all required certification courses and training for my discipline, position and grade as directed by the CG, INSCOM, the MICECP Program Manager or otherwise established in the appropriate program management guide.
Must possess a Defense Academy for Credibility Assessment (DACA)/Department of Defense Polygraph Institute (DoDPI) or a National Center for Credibility Assessment (NCCA) certificate.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
