MAJOR FUNCTION

Technical work in contract administration and support in the Procurement Division.

ILLUSTRATIVE DUTIES

Responsible for properly executing the activities relating to contacts administration to include: providing assistance in the development and standardization of contracts and independently monitoring and maintaining all County Contracts under the Procurement Division. Works closely with Legal Department to assure sufficiency of all county contracts.

Coordinates, maintains and reviews all County contracts under the purview of the Procurement Division. Evaluates and reviews contracts on a continuing basis to ensure financial and functional requirements are met. Monitors progress of contractors for conformity and legal restraints through review of written reports and personal contact.

Provides administrative support to the division director, including research, handling inquiries and scheduling appointments/conferences.

Assist in the administration of contracts, assuring legal or other requirements are met prior to authorization for payment. Confers with contractors, professionals (architects/engineers), staff department and division directors as necessary in determining needs, scheduling, and execution of contracts.

Analyzes proposals and financial reports to determine reasonable pricing and other contract requirements. Analyzes/reconciles complex problems pertaining to procurement. Serves on the negotiating team for all contracts.

Develops and prepares agenda items for contracts requiring Board of County Commissioners' execution.

Perform other duties as assigned or as may be necessary.


KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of legal terminology, contractual methods, requirements, and governmental budgetary policies and procedures. Knowledge of the negotiation process and governmental procurement laws and regulations. Knowledge of the general procedures/practices of the construction industry, and State, Federal, and EEO regulations, guidelines, and stipulations as they apply to securing and maintaining contracts.

Considerable ability to make independent judgment as to the quality of commodities based upon factors other than price. Ability to organize, schedule, expedite, and set work priorities. Ability to communicate effectively, both orally and in writing, with vendors, Department and Division Directors, architects, engineers and other contractors. Ability to maintain accurate vendor/division records.

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university with major course work in Business or Public Administration, or closely related field; and have four (4) years of progressively responsible administrative support in the procurement field.

Must possess and maintain a valid Florida driver's license.

A comparable amount of training and related experience may be substituted for the minimum qualifications.

SPECIAL REQUIREMENTS

Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB).

SPECIAL PREFERENCE

Experience in governmental contract preparation and review preferred

WORK SCHEDULE: 8:00 a.m. - 5:00 p.m., Monday through Friday

HIRING RATE: $52,915.20- $64,750.40 (Pay Grade 30)

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
