Summary
The Arkansas Department of Environmental Quality (ADEQ) Enforcement Analyst is responsible for coordinating the enforcement activities for specific programs of the Arkansas Department of Environmental Quality. This position is governed by state and federal laws and agency/institution policy.
Typical Functions
Supervises a small technical and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Reviews case histories of permit owners presented by field personnel to determine appropriate type of enforcement actions. Prepares enforcement documents, such as Notice of Violation or Consent Administrative Order, to present to permit owner found in violation of state and federal regulations and assesses a monetary penalty for violations regarding environmental and community programs. Schedules and conducts informal meetings with permit owners found in violation and negotiates agreement to comply with regulations. Monitors compliance measures of permit owners by tracking activities on a calendar and noting permit owner's progress toward full compliance. Provides technical assistance to permit holders and staff by answering questions, interpreting permit language, and coordinating activities and information with other state and federal agencies. Gathers information and prepares reports of division activities to provide information and maintain records. Performs other duties as assigned.

Ability to communicate information and provide technical assistance on pollution control rules and regulations. Ability to research, analyze, and evaluate information and prepare narrative reports. Ability to plan, organize, and oversee the work of subordinates. Ability to understand and interpret agency policies and procedures and pollution control rules and regulations. Ability to update and maintain records.
Minimum Education and/or Experience
The formal education equivalent of a bachelor's degree in biology, chemistry, environmental science, health science, mathematics, natural science, or a related field: plus two years of experience in pollution control, compliance inspections, sanitation inspections, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

PREFER: Working knowledge of APC&E; Regulation 23 requirements; strong organizational skills; detail-oriented; good communication skills; strong technical writing skills; data entry skills.

Agency Specific Information
Duties include: Preparing enforcement documents such as Consent Administrative Orders and Notices of Violation for violations of hazardous waste permits and regulations; developing penalty assessments in accordance with applicable regulations & policies; preparing Elective Site Cleanup Agreements and Remedial Action Trust Fund Consent Administrative Orders; processing and tracking multiple enforcement submittals and deadlines according to case assignment; scheduling and attending internal and external meetings; data entry for ADEQ databases; composing and reviewing internal and external communications; completing any required training and performing other duties as assigned.
Required: Some travel with occasional overnight stay.
SALARY: Starting salary is $35,554. Higher Starting Salary would apply only if a promotional opportunity for a current State employee.
