The Senior Business Analyst will be responsible for the following:
Provide expertise in business process and system architecture, system analysis, design, improvement, and implementation efforts and in translating business process needs into business architectures and technical requirements.
Provide organizational and strategic planning for a wide variety of technical and functional environments.
Assess the operational and functional baseline of an organization and its organizational components, and help to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed.
Provide expertise in, but not limited to, System Architecture, System Modeling, Requirements Engineering, Strategic Planning, Business Analysis and Technical Analysis.
Determines operational objectives by studying business functions; gathering information; evaluating output requirements and formats.
Designs and documents system architecture and associated designs by analyzing requirements; constructing workflow charts and diagrams; studying system capabilities; writing specifications.
Improves systems by studying current practices; designing modifications.
Recommends controls by identifying problems; writing improved procedures.
Defines project requirements by identifying project milestones, phases, and elements; forming project team; establishing project budget.
Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions.
Maintains system protocols by writing and updating procedures.
Provides references for users by writing and maintaining user documentation; providing help desk support; training users.
Maintains user confidence and protects operations by keeping information confidential.
Prepares technical reports by collecting, analyzing, and summarizing information and trends.
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
Contributes to team effort by accomplishing related results as needed.
The Senior Business Analyst must have the following skills:
Process Modeling experience required.
Systems implementation experience required. Experience in a fast paced, external facing customer support department required.
Experience with functional and/or technical aspects of enterprise software packages and custom development.
Demonstrated experience establishing and maintaining effective working relationships in team environments and with other business organizations.
Software/System Architectures, Software Design, Software Documentation, Software Development Life Cycle, Software Requirements, Analyzing Information, Teamwork, Software Maintenance, Written Communication, Promoting Process Improvement, HP ALM
The Senior Business Analyst must meet the following
Qualifications:

years or more as an individual contributor role as a business analyst or requirements engineer and project management.
Knowledge working in an HP ALM environment preferred.
Six Sigma or Business Process Re-engineering experience and/or certification preferred.
Experience with Decennial Census business, concepts and systems a plus.
