This position is located in the Security, Architecture, Policy and Plans Branch (SAPPB) within the Division of Information Systems (DIS). The SAPPB provides coordinated support for agency-wide information technology initiatives in the areas of security, enterprise architecture, policy and plans, investment planning and management, and responds to information technology and information management requirements specified in Federal Law, guidance and regulations. The National Science Foundation (NSF) Division of Information Systems (DIS) is seeking a Project Manager for the IT Program Management Office (PMO) in the Security, Architecture, Policy, and Plans Branch. As an IT Project Manager, your duties include:
Serving as a member of the IT PMO managing a portfolio of projects and contracts.
Providing strategic planning and performance management for NSF IT investments.
Collaborating with IT project managers to understand and coordinate new initiatives and operational requirements, and to help develop budget estimates and resource allocations.
Communicating effectively orally and in writing to a variety of stakeholders at all levels in the organization - executive, management, and technical.
Working in a fast-paced environment, managing and prioritizing multiple projects and contracts with competing priorities and tight deadlines.
Overseeing the delivery of critical IT services to ensure they are meeting customer expectations and supporting organizational goals and objectives.
Supporting the IT Capital Planning process and annual IT budget submission to OMB.
Serving as contracting officer's representative (COR) for service and labor contract(s) with values ranging $10M-$150M.
Monitoring contractor performance and compliance with agency and Federal requirements including ensuring work to be performed falls within contract scope, monitoring planned versus actual work performed, conducting monthly program management reviews, reviewing progress reports, and completing contract performance assessment ratings (CPARs).
Identifying and resolving contractor performance issues as they arise.
Performing contract resource management including working with customers and contractor to plan and identify resource needs, reviewing and approving resource requests, monitoring resource levels, and conducting contractor onboarding and exiting.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level. You must meet eligibility and qualification requirements within 30 days of the closing date.

This position is in the bargaining unit. Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
