_SUMMARY OF JOB DESCRIPTION
_
The Operational Reliability Compliance Lead will assist the Director, Substation Operations in assuring that NorthWestern Energy's electric transmission systems operations are in compliance with all applicable NERC/WECC/MRO compliance requirements. The Operational Reliability Compliance Lead is responsible for coordinating and directing the NERC compliance related activities of Transmission's Subject Matter Experts (SME's), including the establishment of compliance related goals and objectives and implementation of compliance related internal controls. This position also includes assisting, as necessary, the FERC Compliance Department and the Director, Engineering and Planning in establishing, monitoring, and enforcing Transmission related operations policies, procedures, and compliance measures as well as the correction of deficiencies related to reliable electric transmission systems operations.
_DESCRIPTION OF ESSENTIAL FUNCTIONS_

Ensure all actions are consistent with NorthWestern Energy's values, mission, and strategic business objectives
Lead the development of Transmission's positions on WECC/NERC/MRO rulemakings and standards development processes and facilitate the drafting of comments from SME's
Track new NERC/WECC/MRO rules and requirements and coordinate with the FERC Compliance Department and Transmission Operations Management on training
Lead the development of responses to operations surveys/inquiries for Transmission and coordinate with the FERC Compliance Department on areas that touch upon multiple areas (e.g., Transmission Operations Management, Generation Operations Management and Energy Supply)
Manage long-lead time NERC initiatives with responsible SMEs (e.g., CIP, Aurora, Facility Ratings), including the development of budgets and metrics and reporting back progress to Transmission Operations Management and the FERC Compliance Department
Act as the ultimate control owner for Transmission related compliance activities and perform ongoing reviews to ensure that controls are properly implemented and working as intended
Actively participate in the FERC Compliance Department's Gap Analysis Process along with Transmission's SMEs
Assist the FERC Compliance Department as necessary in WECC/MRO audits, spot checks, and self-certifications
Assist the FERC Compliance Department in identification and mitigation of non-compliance, including associated Root Cause Analyses
Coordinate and direct the NERC compliance related activities of Transmission SMEs to include the establishment of compliance goals and objectives, particularly for those SMEs that spend a significant amount of time on NERC compliance activities
Participate as required in assisting t Generation Operations and Energy Supply with NERC/WECC/MRO compliance related activities
Travel may be required up to 20% of time
_DESCRIPTION OF MARGINAL FUNCTIONS_

Prepare and administer the budget and assist other departments in the preparation of their budgets as they relate to NERC Compliance Activities
_GENERAL QUALIFICATIONS

Must be able to demonstrate a good safety record
Must possess strong interpersonal communication skills
Four year engineering or business degree , or equivalent work experience required
Excellent demonstrated organizational and team building skills
Demonstrated experience in NERC regulatory compliance
Knowledge of regulations, policies, standards, and procedures of FERC, NERC,WECC, and MRO,and other entities and agencies regulating the electric industry.
Excellent communication skills.
Excellent analytical skills.
Ability to self-motivate, working independently and as part of a team.
Ability to reduce complex issues into clear and concise language, including analysis of complex policy and regulatory issues.
Ability to estimate budgetary requirements and effectively manage expenditures within budgetary constraints.

Skill in leadership, including the ability to motivate, train and give performance feedback.
Proficient with e-mail, word processor, spreadsheet and presentation software (MS Office Suite) and internet based programs, including document exchange programs (Adobe), enterprise content management (ECM) and compliance systems.
Demonstrated ability to perform technical research, prepare complex documents, and maintain confidentiality.
Skills in technical writing to develop policies, procedures, and reports
Ability to read and understand complex written documents
Ability to analyze abstract information in order to create and apply practical solutions
Ability to learn quickly to stay abreast of changing compliance requirements
