Overview: The CCR Communications Integration Engineers (CIE) roles and responsibilities are to provide technical direction and analysis for communications activities, including planning, designing, integrating, installing and maintaining communications networks and services; The CIE will recommend technical solutions that improve communications efficiencies and performance, develop technical implementation plans for approved technical solutions to include engineering diagrams, schedules and equipment cost estimates, and provide direct engineering oversight of approved implementations during the installation phase to ensure client objectives are met. The CIE willconduct system integration and support activities for specific implementations, working directly with the client to define requirements; install and/or integrate CCR solutions, and provide ongoing support. Represent OGS to the integration and end-user customers, ensuring that the CCR solutions meet the needs of their customers and providing responsive support post delivery. The candidate will conduct on-site installation, integration, and test activities for integrated hardware (e.g. Harris, Raytheon, Kenwood, Motorola, ITT Exelis Radio Systems) and software solutions including the development and maintenance of built systems (e.g. WAVE, ATIS, etc.).
The CCR CIE will demonstrate and apply a broad knowledge of specialization through successful completion of complex assignments. The CCR CIE will demonstrate knowledge of the organization''s business practices and issues. The successful candidate will typically possess 5 - 8 years of successful experience in communications or a related field and successful demonstrate key responsibilities and knowledge as presented below.
Primary
Responsibilities:
Draw upon individual breadth and depth of experience and knowledge of knowledge of satellite, microwave, broadband, fiber optic, wireless, voice, video and digital telecommunication systems
Integrate communications with computer systems to provide complete systems solutions, and apply communications engineering principles and theory to propose design and configuration alternatives
Evaluate existing communications systems to identify deficiencies and network performance issues
Consult with users, managers, vendors, and senior staff to ensure that deficiencies and alternatives have been fully identified and that the solution will meet requirements
Analyze network performance, usage and traffic flows, accesses and interfaces, transmission techniques, and protocols to interface with computer systems
Prepare studies and give presentations concerning data communications concepts integrated with computer systems and applications for total systems solutions
Provide technical guidance to computer systems analysts and telecommunications / communications specialists
Performs the full range of standard work for the professional field. Identifies and resolves complex technical problems and applies advance problem-solving skills.
The CCR CIE is required to be the Subject Matter Expert on networking and other communications equipment providers (i.e. Motorola/Harris) equipment and will provide O&M; support.
The CCR CIE will assist with new installations, issuing/receiving COMSEC, frequency allocation, COMSEC training and low level circuit repair for radios.
Provide Radio (PRC-117F/G and PRC-152) operations and maintenance support.
Develops and conducts training for U.S. Government personnel and private contractors regarding the proper use, care, maintenance and preventative maintenance of assigned systems.
Drafts and/or reviews technical statements of work (SOW) and proposals for installation, repair and maintenance of communication equipment. Provides quality assurance oversight of such work.
Completes complex material specification, schematic preparation and follow-up to ensure proper and effective implementation.
Performs complex design, development, testing and modifications of solutions and provides explanations and clarifies information to enable proper interpretation and evaluation of complex specifications, performance characteristics or other technical data.
Communicates complex technical and commercial issues, and completes recommendations for new designs, processes, or design changes to meet requirements.
Provides a weekly activity report that includes, but is not limited to FSR activities such as internal and external coordination; status of program designs; research activity on regulations and policies; status of drafts and reviews on technical SOWs and proposals; quality assurance findings and recommendations; development and conduct of training; and installation, de-installation, technical inspections, checkouts, fault diagnosis; maintenance, repairs; and parts consumption and requirements.
Supervisory
Responsibilities:

Education:
BS/BA in a related discipline or advanced degree, where required, or equivalent combination of education and experience; or
An Associate's degree or technical certificate in electrical engineering or a related field and three years experience as described above.
Experience :
Minimum of five years technical and related experience in the field of coordination and technical support for modern communication systems.
A minimum of two years hands-on work experience with tactical and land mobile radio systems.
Experience with COMSEC policies and procedures.
Previous DoS experience is a plus.
Prior experience providing training (Training Specialist/Instructor) is also a plus.

Knowledge and Understanding :
Must possess knowledge of radio frequency (RF) theory and principle, and the effects of systems operating in a high electromagnetic environment.
The position requires excellent technical knowledge of RF Communications (VHF/UHF/SATCOM/Radio) along with COMSEC policies and procedures.
Must be able to specify RF communication equipment compatible with CREW systems.
Possess excellent writing and verbal skills.
Possess excellent interpersonal skills, with the ability to build/maintain professional working relationships; be proactive with the ability to work in a fast-paced environment, while handling multiple tasks simultaneously.
Knowledge of Microsoft Windows operating systems, Microsoft Office, SharePoint, and the ability to learn and use other software applications.

Certification on communication equipment and COMSEC preferred
Security Clearance:
SECRET Level Required
Must have a current US Government SECRET Personnel Security Clearance and immediately be eligible for a Top Secret clearance.
Must be a U.S. Citizen.
Must also be able to maintain a US Government SECRET clearance.
Medical Clearance: Must be able to obtain a DoS Class 1 medical clearance prior to employment.
Physical Demands:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.
Travel: Overseas travel will be required up to 25% of the calendar year in high-threat areas, in multiple locations (not one specific area). Domestic travel may be required for training and program coordination.
Work Environment : Full-time, 40-hour week.
Work Location : Washington D.C. metro area for training and support duties prior to departure to assigned overseas work location. The employee must also be willing to serve in positions worldwide, which may include domestic assignments. Overseas locations may be located in high-risk environments to be disclosed upon interview.
