Permanent Full Time This position is located in the Federal Highway Administration's (FHWA) Eastern Federal Lands Highway Division (EFLHD). In this position, you will serve as the Division's Finance Manager. The purpose of this position is to enhance Federal Lands Highway's (FLH) stewardship, ensure accountability of Federal funds, and achieve organizational excellence in delivering the Federal Lands highway program. You will provide management advice to the Division Engineer, Directors, Branch Chiefs, and division staff. This position performs complex duties in the areas of financial management and management analyses. You will be considered the authoritative source of information concerning operational cost data and proactively works with managers to monitor, analyze, and control costs.
This position is ideal for an individual who has a strong financial and accounting background as well as good organizational and team leadership skills. The individual should possess strong communication skills to provide both oral and written guidance to employees and management as well as the ability to negotiate and obtain consensus. Represent the Division Engineer and has authority to develop, promote and implement improved accounting practices and procedures.
Develop, promote, and provide direction, division-level policy and guidance, relating to financial management of the FLH program.
Provide leadership and guidance in the interpretation of FHWA program requirements for the development and maintenance of acceptable accounting systems.
Develop EFLHD financial and accounting procedures for implementation of financial and accounting operations, and develops instruction in the processing of financial documents. Jointly develops operational processes and procedures with other agencies and ensures that they will work properly.
Serve as Team Lead and direct the work of other employees, including planning, assigning, revising, and approving work activities.

Experience providing financial advice, guidance, and resolutions to management and other staff in a multi-discipline organization.
