Summary
Provide expert guidance and advice directly to member cooperatives and internal staff regarding NRECA retirement plans and associated compliance requirements. Navigate complex regulatory and operational issues to design and implement innovative processes and programs that enable member cooperatives to maximize benefit value while minimizing plan compliance risk.
Purpose and Mission
Responsible for accurate and timely completion of defined contribution and defined benefit plan compliance testing, the analyses of test results, and recommendation of solutions for cooperatives who have adverse test results.
Review new plan adoptions, plan mergers, asset transfers, plan freezes, and other complex and atypical transactions to evaluate impacts to the plan and ensure compliance with related laws and regulations. Review cooperative plan and transaction documentation for adequacy and advises on appropriate next steps. Coordinate activities with cooperative leadership and internal staff as needed.
Serve as the technical resource to cooperatives, internal staff, and other compliance staff regarding pension plan provisions, proposed or adopted regulatory requirements, and compliance requirements. Responsible for handling novel inquiries where precedent is not clear.
Proactively develops innovative solutions to complex regulatory changes and emerging cooperative compliance needs. Seeks to understand root causes, identify all stakeholders, and propose and implement solutions that minimize both operational disruption and plan risk.
Collaborate with internal staff to ensure communications and training effectively educates benefit administrators and cooperative executives about their plan compliance responsibilities.
Requirements and Qualifications
Bachelor's degree and 8 or more years of related compliance experience with both defined benefit and defined contribution plans.
In-depth knowledge of Department of Labor (DOL), Internal Revenue Code (IRC), and Employee Retirement Income Security Act (ERISA) requirements and their appropriate application to pension plans.
Strong demonstrated written and verbal communications skills.
Strong demonstrated research and analytical skills.
Attainment of professional certifications. (QKA/QPA, ERPA, CEBS).
Advanced understanding of both defined benefit and defined contribution designs. Strong ability to communicate, both orally and in writing, on technical and complicated issues to a non-technical audience.
Proficient in conducting ADP/ACP testing, as well as 401(a)(4), 402(g), 415, 401(a)(17), 414, 416, and 410(b) tests.
Exceptional attention to detail.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
