Full-Time Excepted Service, This position is located in the Legal Division, Litigation and Resolutions Branch, General Litigation Section, Corporate Litigation Unit, Arlington, VA of the Federal Deposit Insurance Corporation and provides support in the areas of identifying and handling complex litigation and other legal problems.
The candidate selected will be offered a time-limited appointment not-to-exceed two years, which may be extended to a maximum of four years based on workload requirements and organizational staffing authorizations. - Responsible for identifying and handling complex litigation related regulatory litigation, including challenges to closings and the appointment of a receiver or conservator, challenges to or litigation involving assistance to both open and closed insured banks, challenges to agency actions taken pursuant to FDIC regulations or the Federal Deposit Insurance Act holding company litigation, suits against officials and employees of the FDIC, depositor insurance claims, constitutional and other similar tort claims against FDIC-Corporate counterclaims and other special issues arising in professional liability litigation, collections, FOIA litigation, and other matters.
Serves as trial counsel in assigned litigation and non-litigation matters, including complex litigation in which incumbent oversees a staff of other attorneys, paralegals and clericals.
Provides counsel, guidance, legal advice and training to less experienced staff attorneys and assists them in developing facts related to litigation and other projects assigned to the unit.
Prepares litigation risk analysis, formal legal opinions and settlement memoranda. Reviews proposed legislation, proposed regulations and proposed congressional responses.
Responsible for preparing and/or supervising the preparation of briefs and other responses to subpoenas issued against the FDIC.
Responsible for enforcement of FDIC administrative subpoenas.
Participates in the negotiation and consummation of settlements.
Bar membership required.

The assessment questionnaire is designed to measure your ability in the following competencies/knowledge, skills, and abilities (KSAs):
1. Knowledge of the Federal Deposit Insurance Act, the FDIC regulations and other federal banking laws, and financial institution practice and procedures.
2. Knowledge of the legal aspects of the various functions of the FDIC including corporate, receivership, and liquidation matters.
3. Skill in the area of litigation, including the procedural, strategic and policy aspects of litigation.
4. Ability to work with staff attorneys and outside counsel in supervising and coordinating the litigation of cases related to the resolution of matters within the purview of the unit.
5. Skill in legal writing and editing in order to produce analytical work products through the use of precedents and other argumentative factors to arrive at favorable decisions.
6. Skill in the negotiation, arbitration and settlement of complex legal matters

Specialized experience is experience handling regulatory litigation. Examples include challenges under the Administrative Procedures Act to a federal agency's decisions or regulations, litigation challenging enforcement action taken by a federal agency, and litigation involving the Freedom of Information Act.
There is no substitution of education for the experience for this position.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
