Performs difficult technical work in conducting code enforcement inspections, principally in residential and small construction, to ensure compliance with state building codes and related regulations in the trades areas: building, mechanical, electrical, and plumbing.
This classification is primarily assigned to smaller construction projects where a certification at the level I is required.
Work includes considerable public contact in dealing with contractors, architects, homeowners, the general public, and other Town staff.
Work is performed under the regular supervision of a Chief Code Enforcement Official.
Anticipated Hiring Salary Range: $45,448 - $55,061
TYPICAL TASKS:
Drives to construction sites and inspects residential and commercial buildings at various stages of construction to ensure conformity with approved plans and compliance with state building codes and related regulations;
Identifies conditions requiring correction or additional inspections; notifies appropriate individuals; issues warnings and stop work orders if necessary;
Provides consultation; advises and assists architects, engineers, contractors, and the general public on code requirements, code interpretations, inspection procedures, plan review requirements, and proper permitting procedures;
Reviews alternate methods and materials not specifically prescribed by codes; determines if such alternate is equivalent of that prescribed by the code; approves or disapproves such use;
Documents and maintains records regarding inspections; enters inspections information on computer system;
Testifies in court on code violation cases;
May assist in other inspection areas as needed;
Performs other job-related tasks as required
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of all types of building construction materials and methods and of stages of construction when possible violations and defects may be most easily observed and corrected; comprehensive knowledge of state building and related codes and regulations; ability to detect poor workmanship, inferior materials, and hazards of fire and collapse; ability to read and interpret plans, specifications, and blueprints of some complexity quickly and accurately and to compare them with construction in process; ability to adopt and maintain accurate records; ability to establish and maintain effective working relationships with building owners, contractors, and the public while using firmness and tact in enforcing building ordinances and codes; ability to communicate effectively orally and in writing.
MINIMUM AND PREFERRED
Qualifications:
Requires any combination of education and experience equivalent to graduation from a community college with a degree in building construction or related field and a minimum of five years experience in related building construction or inspection work. Also requires a valid driver's license with a good driving record.
Must have the ability to obtain certification by the North Carolina Department of Insurance as a Standard Level I inspector in all four construction trades areas: plumbing, mechanical, electrical, and building within two years.
Physical requirements: Employee must be able to walk, climb, crawl in tight spaces, communicate, see and hear clearly.
Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
Preference will be given to candidates who have experience working for a municipality as an inspector and currently hold certification from the NC Department of Insurance in all four trades. Contractor's Licences are helpful to candidates without municipal inspections experience.
