The position is located in the Public Affairs Office (PAO), Office of the President, U.S. Naval War College (NWC), Newport, RI. The PAO reports directly to the President Naval War College (U.S. Navy Rear Admiral) and advises the faculty and staff of the college on public affairs matters, coordinates media and community relations, informs the college's audiences through various communications media, and promotes internal information programs. This position requires skill as a media representative to communicate public information matters for the Public Affairs Office as well as the Naval War College and Navy at large. You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. You must obtain and maintain a security clearance.
Serves as a public affairs specialist in an academic and research organization.
Formulates and executes plans, campaigns, and communications products to inform and educate the college's general and specialized publics on command's programs, policies, activities and goals.
Collects, assembles, prepares and disseminates information, applying knowledge of all aspects of public affairs, including internal communications, media relations, community relations, communication integration and visual information, using a variety of communication media, methods and techniques.
Researches, interviews and confers with faculty and staff to obtain the latest information for use in public affairs products.
Assists with internal and external website content development, updates and creation.
Coordinates media engagements and briefs news media representatives on college's programs and activities; requires experience in press releases, media advisories and communicating with media.

_Minimum Qualifications GS-9_: Must have one year of specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the necessary knowledge, skills or abilities to perform successfully the duties of the position. Creditable specialized experience includes work related to public affairs matters such as: 1) using a variety of written, oral, and visual communication methods and techniques to assist in producing written and multimedia materials for news releases, feature articles, pamphlets, and other forms of communication that convey information to the public; 2) utilizing knowledge of principles that govern public affairs functions in order to research and assist in providing information to both internal/external audiences for public affairs projects; OR
Education Substitute for
Experience: Possess a masters or equivalent graduate degree or2 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR
Possess a combination of specialized experience and higher level graduate education as described above.
Minimum Qualifications GS-11: Must have one year of specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the necessary knowledge, skills or abilities to perform successfully the duties of the position. Creditable specialized experience includes work related to public affairs matters such as: 1) researching and interviewing a variety of audiences to obtain the latest information for use in public affairs products; 2) planning and developing a variety of communication tools, including written, multimedia, and video products for use on organization internal and external websites; 3) editing and approving web-based content and written responses to the media and public on public affairs information prior to releasing and/or publishing the information on the Internet and multimedia sites; OR
Education Substitute for
Experience: Possess a PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate leading to PhD or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR
Possess a combination of specialized experience and higher level graduate education as described above.
