This position is located on the Northern Region, Region 1, as part of the Fire, Aviation & Air Staff, Fire Suppression Training Unit in Missoula, Montana. This position is established at a Forest Service Regional Office to serve as a program specialist and technical advisor to the Regional Fire Director or Deputy Regional Fire Director for Fire and Aviation Management. The incumbent will be responsible for oversight and management of the training center. The Northern Rockies Training Center is responsible for interagency wildland fire and prescribed fire training, providing training in all incident management and response as well as leadership courses. Primarily the NRTC focuses on 300 & 400 level courses as well as some select 200 level and National level courses. The center hosts a variety of additional training courses and workshops. The Fire Training Specialist is responsible for the development, coordination and delivery of courses at the NRTC.

This position has duties as the Workforce Development Specialist for Region 1 Forest Service employees. Works independently with Forests within the region to ensure the Incident Qualification and Certification System (IQCS) database is current and up-to-date based upon current training records and task book completions. Uses database to determine current workforce capability and future workforce needs. This position is also the Forest Service Regional Training Officer as well as the Geographic Area Training Representative. In addition, this position supervises 4-5 interagency training specialist and staff support.
Provides program leadership and direction in fire management training for the Region. Responsible for evaluating the Region's multi resource fire management training needs and coordinates with cooperating agencies to meet these needs through the design and development of comprehensive fire management training curricula, courses, and materials.
Coordinates with other federal and state wildland fire agencies to determine trends in wildland fire and aviation management training and to seek opportunities for partnerships to make training more effective. Interact with other agency staff at the national, regional, and local levels.
Provides advice and guidance to other federal, state, and local government agencies on appropriate training programs to satisfy mutual fire and aviation management requirements.
Monitors and tracks the development of training programs to achieve workforce capability and capacity goals. Develops strategies to meet future workforce skill needs and identifies associated training objectives, course requirements, timing, etc.
Establishes program priorities and determines what program areas or major projects should be initiated, dropped, or modified.
Coordinates the development of annual program of work and budget proposals to support regional training and workforce development programs. Coordinates budget development with other staff areas and coordinates the annual reporting of the program accomplishments. Provides fire expertise in negotiating contracts for various types of services.
Performs wildfire suppression support as directed within training and physical capabilities and other duties as assigned.
REQUIREMENTS:

For the GS-12, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-11. Examples of work experience that meet this requirement include: Assisting in directing a fire management training program including developing long and short range objectives; developing and presenting wildland firefighting training such as aviation, fire prevention, fire suppression, fuels management, and fire management courses; assisting in developing an annual program of work and budget proposals to support fire management training and workforce development programs; and/or participating in planning sessions involving course development, specifications and criteria for Fire, Fuels, and Aviation Management.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336(c) (CSRS) and 8412(d) (FERS). At least 90 days of wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
