South Central VA Health Care Network (VISN 16) is the second largest of 21 Veterans Service Networks (VISNs) within the Veterans Health Administration and covers a vast area of 170,000 square miles in parts of eight south-central states, extending from the Florida/Alabama/Mississippi gulf coast throughout Louisiana to the Oklahoma panhandle and from east Texas to the Arkansas/Missouri Ozarks. VISN 16 has a budget of over 4 billion and 21,000 employees. Over a three year period more than 400,000 Veterans received care from VISN 16's ten medical centers and 59 community based outpatient clinics.
VA structures its SES positions into pay bands. This is a Pay Band 3 position. The salary range for this position is $120,749 - $167,000. Exceptions to the salary cap may be authorized.

The Deputy Network Director (VISN), reports to the VISN 16 Network Director. Responsibilities for this position include acting for the Network Director; having the authority to speak for the VISN in matters pertaining to VA Headquarters, facility management, outside agencies, and VISN staff; achieves Network-wide consensus among Medical Center Directors and Service Line Managers on proposed policy implementation; maintains up-to-date knowledge of the Network policies; personally assists the Network Director in special complex assignments often of a highly sensitive nature; performs liaison with all element of Headquarters, and is required to have an in-depth working knowledge of all facilities in the Network. The responsibilities include, but are not limited to:
Responsible for coordinating VISN strategic and tactical planning; provides data and recommendations to the Network Director and the Executive Leadership Council regarding operational issues; develops strategies for revenue enhancement such as Tricare, other DOD agreements and Medicare subvention;
Assists in developing the overall VISN program goals and objectives, and short and long range plans for achieving them, consistent with identified methods of efficient operations;
Coordinates and facilitates communication, planning and budgeting among VISN service lines;
Knowledge of mission, organization , programs, and systems; coordinates the development and implementation of performance measures common to both Service Line Directors and Medical Center directors to insure service lines operate efficiently;
Business Management: Assist in developing annual VISN business plans, allocates resources to support operating initiatives, develops and executes budgets and financial plans, and utilizes various measures of efficiency and outcomes;
Quality Management: Achieves corporate objectives in quality of services and programs, ensures continuous improvement relative to the quality, value and access of health care services, and fosters a culture of public service, accountability, and excellence;
Human Resources and Professional Staff Management: Enhances employee satisfaction and morale, develops effective working relationships and partnerships with Unions, manages for results, and encourages employee training and development;
Personal Leadership and Ethics: Models VA and VHA corporate values; functions as a consensus builder with stakeholder involvement; fosters a culture of integrity and promotes ethical practices;
Systems management and strategic planning: Formulates and implements major corporate operating polices and plans, identifies and communicates a clear strategy and vision for the VISN, and encourages and promotes innovation; develops plans and initiatives to broaden patient access to VA Health care.
