This position is located in the Pearl Harbor Naval Shipyard Nuclear Engineering Department, in the Fluid Systems and Mechanical Division.
Incumbent will perform the advance technical planning functions necessary to prepare the shipyard for forthcoming restricted availability, voyage repair, technical availability, and regular overhaul work on the propulsion plants of nuclear powered submarines.
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. You must obtain and maintain a secret security clearance.
As a Nuclear Engineer, your duties will include, but are not limited to:
Reviewing drawings related to the Nuclear Propulsion plant prepared in the Design Division.
Participating in conferences as a representative of the division to discuss problems relative to the accomplishment of the work.
Acting as a shift engineer to provide technical direction during periods when shipyard production activities are engaged in work with propulsion plants.
Carrying out a continuing review of the engineering and production work to insure that the requirements for control of the nuclear propulsion plant are met.
Providing engineering support to the supply program for the procurement, inspection, and acceptance of critical nuclear reactor plant equipment and materials.
The Office of Personnel Management has identified minimum educational requirements for this position.
Successful completion of a professional engineering degree from an ABET-accredited (Accreditation Board for Engineering and Technology) college or university. OR
Successful completion of a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics. OR Combination of education and experience that is equivalent to a professional engineering degree. Professional Engineering Registration to demonstrate the adequacy of education and experience. OR Combination of education and experience that is equivalent to a professional engineering degree. Successfully passed the Engineer-in-Training (EIT) examination, which demonstrates the adequacy of education and experience. OR Combination of education and experience to include successful completion of a degree with at least 60 semester hours of courses in physical, mathematical, and engineering sciences, and in professional engineering curriculum ((a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics). OR Combination of education and experience to include successful completion of a degree in engineering technology or in an appropriate professional field, (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) or at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Qualifications GS-09: In addition to meeting the basic education requirement , your resume must demonstrate one year full year of specialized experience equivalent to the next lower grade (GS-07) in the Federal service or equivalent experience in the private or public sector providing professional engineering services to include acting as an assistant or lead design/project engineer on engineering projects and providing engineering services related to Nuclear Engineering and providing related nuclear engineering tasks. OR have (or will have by entrance on duty) a master''s or equivalent (or higher) graduate degree or 2 years of progressively higher level graduate education leading to a master''s degree that provided the knowledge, skills, and abilities required to perform professional engineering work. OR a combination of education and experience as described above that equates to one year of experience.
Qualifications GS-11: In addition to meeting the basic education requirement , your resume must demonstrate one year full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal service or equivalent experience in the private and public sector performing professional nuclear engineering services in support of nuclear and conventional components of reactor plant systems; experience evaluating procedures and specifications used to complete nuclear schedule testing; planning, selecting or carrying out engineering steps and testing procedures; resolving technical problems using standard methods by interpreting and applying precedents . OR a Ph.D. or equivalent doctoral degree. OR successfully completed three years of progressively higher level graduate education leading to a Ph.D. degree. OR A combination of education and experience as described above that equates to one year of experience.

The incumbent may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, the Shipyard maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protective equipment, and medical surveillance programs, the incumbent may be required to take medical examinations to assess his or her medical qualification for duty involving work with these agents.
Physical Demands: The work involves field inspections or surveys in which the work requires regular and recurring standing for long periods of and walking, stooping, bending, and climbing in areas of shipyard overhaul and repair activities. Climbs vertical ladders and scaffolding on naval vessels undergoing overhaul and repair.
Work Environment: Work is performed in an office as well as on board ship and in shop areas where there is regular and recurring exposure to heavy industrial equipment, high temperatures, and radiation sources and other potentially hazardous conditions. The engineer is trained to protect himself from these specific stressors and is given regular physical and medical examinations. The engineer is required to utilize a variety of protective devices that range from hard hats, safety glasses, ant contamination clothing respirators.
