BLM is seeking a dynamic and energetic individual to join the team to serve as a Telecommunications Specialist, for the Montana State Office, Division of Support Services, Branch of Engineering. This position supports primarily BLM Land Mobile Radio (LMR) wireless communications systems within the Montana/Dakotas. Heavy emphasis is placed on the ability to work unsupervised in the support, maintenance and improvement of the regions VHF radio system. This requires extensive knowledge and experience with VHF and UHF fixed and portable repeaters, links, base stations, mobile and portable radios including IP based Dispatch Centers. At the full performance level, the incumbent is responsible for performing a variety of duties including, but not limited to, the following:
Coordinating and providing support for voice and data equipment installation.
Providing support for hooking up remote radio control terminals, dispatch consoles, PC''s, local area networks (LAN''s), and peripheral-sharing devices.
Troubleshooting hardware and software problems for users.
Managing the programming and installation of radio communications software.
Resolving complex telecommunications problems, such as linking incompatible equipment and systems, telephone equipment with multiple operating capabilities, and linking different kinds of voice and/or data requirements through automated processors and modems.
Monitoring and making configuration changes to statewide voice and data communications systems.
Developing procedures for diagnostic testing, error recovery, traffic re-routing, problem isolation and identification, and gathering and analyzing data.
Physical Demands and Work Environment: The work is mostly sedentary, although there is a continuing requirement for field work and climbing of radio towers and the maintenance or installation of equipment may be required. The work is performed under various conditions and in many locations, sometimes in inclement weather and at high altitudes. Knowledge of a wide range and depth of communications concepts, principles, practices, procedures, and techniques involving telephone, data and/or radio which includes hardware/software integration for telecommunications, voice communications, data communications, and/or computer hardware architecture to review, analyze, and resolve difficult telecommunications problems.
Knowledge of manual and automated drafting and drawing techniques as applied to the professional portrayal of telecommunications systems and equipment in diagrammatic and schematic forms.
Knowledge of electronic communications equipment, digital radio principles, practices, procedures, policies, standards, and operational requirements.
Knowledge of acquisition procedures for obtaining telecommunications services from common carriers, contractors, and other commercial services.
Ability to communicate effectively, both orally and in writing, on technical and non-technical matters as they relate to telecommunications.

For GS-09: In addition to the selective placement factors - One year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of qualifying specialized experience for the GS-09 level include performing development work of limited scope on major units of a large system or comparable individual devices or assemblies. Units and devices are moderately complex, including service monitors, control links, radio repeaters, base stations, radio consoles, hand-held mobile devices, tone controls, peripheral recording equipment (dispatch), telephone test set, etc. - OR - Master''s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Education must be in the major study of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields directly related to the position.
For GS-11: In addition to the selective placement factors - One year of specialized experience equivalent to the GS-09 level in the Federal service. Examples of qualifying specialized experience for the GS-11 level include the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing on electronic equipment or similar functions. - OR- Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Education must be in the major study of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields directly related to the position.
Specialized
Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
