## Position Description
Introduction:
The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Financial Manager.
Job
Summary:
Provide fiscal support to the AOD Department management, program managers, project managers and other staff. Fiscal support includes but not limited to proposal pricing and preparation, cost monitoring, financial analysis, financial reporting and other administrative and contract related functions.
Duties (Listed in order of importance with the estimated amount of time spent at each task):
1. Financial planning and proposal pricing and preparation: Assist Program Managers and Project Managers in the interpretation of solicitation requirements and assist with the resource and procurement planning activities. Responsible for cost estimating and final cost proposal submission activities in the development of a compliant proposal package. Work with Laboratory procurement organizations to obtain sufficient basis of estimate information to support material and subcontract cost estimates. Analyze and utilize cost history as applicable. Support government and commercial business activities as required).(30%)
2. Assist with Program Financial Management: (Monitor, analyze and interact with Program Managers/Project Managers and customer Fiscal Representatives on financial status of programs. Use the internal Management Information Systems in conjunction with Excel, to provide analysis of actual and projected costs for programs. Provide ad-hoc reporting and supports as required. Prepare monthly financial reports as required per contracts. (35%)
3. Provide support for Program Administrative functions: Working with Contracts Administrators on contractual/funding issues, preparing documentation in response to customer inquiries, and supporting general business issues. (20%)
4. Support the Department Business Manager and Fiscal Representative: Performing Department and business area financial reporting, planning, and cost management. Monitoring, and reporting in the following areas: Direct costs, and indirect investment accounts (B&P;, IR&D;, and New Business Development). Analyze financial data, conduct variance analysis reporting, and prepare/review periodic status reports. (15%)

## Qualifications
Required Qualifications:
Bachelor''s degree in accounting, finance, business administration or a related major. Minimum 0 - 4 years working in a program control/administration or financial capacity. Expert Excel Skills. Demonstrated oral and written communication, interpersonal, problem solving and analytical skills. Ability to obtain a TS/SCI Clearance.

Qualifications: Experience with government contracting, proposal pricing, financial reporting/planning, and project/program control. Experience with indirect cost structures. Proficiency with MS Word and Outlook. Experience with APL Business Systems.
Special Working Conditions: Limited travel to Sponsor locations.
Security: Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
