MINIMUM
Qualifications:
Four years of experience in clerical work, real estate, housing management or tenant relations, one year of which must have been in housing management or tenant relations.
SUBSTITUTIONS:
College training may be substituted for the required general experience on the basis of thirty semester hours for one year of experience.
A baccalaureate degree may be substituted for all the required experience.
NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting: the Middle states Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; or the Western Association of Schools and Colleges.

To manage a large number (500 - 1000) of low-income public housing units in the Section 8 rental assistance and/or low income public housing programs.
Level of Work:

Broad review from a Housing Area Manager or other higher-level Housing Manager or administrator.

Direct over clerical, maintenance and/or subordinate Housing Managers.

Examples of Work:
Serves as the general program manager of a large number of privately owned dwelling units within the jurisdiction of the public housing authority.
Keeps all records and prepares all reports related to assistance to families, housing assistance payments, participating landlords, and rental units.
Certifies the eligibility of applicants and assigns them to proper housing.
Performs inspections, at least annually, on all housing units in the program, contacts landlords to make necessary repairs within a specified length of time, and re-inspects the units to assure compliance with Section Eight rules and regulations.
Conducts annual reevaluations of tenants'' continuing eligibility and rental payments.
Oversees all paperwork including leases and contracts between landlords and tenants.
Prepares monthly and semi-annual reports of work performed during the year.
Serves as the general manager of a large number of housing units on one or more sites.
Maintains records concerning the project or projects to which assigned.
Assigns tenants according to available housing or eligibility of tenants for housing.
Performs maintenance inspections.
Adjusts and collects rent according to established policies.
