The Global Mobility tax and accounting role is responsible specifically for expatriate pay and assignment management for an expanding portfolio international short and long term assignees, permanent transfers, historical cross-border transfers, and frequent and extended business travelers. Understanding the tax impact on global assignments and transactions across jurisdictions is vital. The consultant's role is to analyze scenarios, formulate effective and tax-efficient cross-border strategies for overseas assignments, and administer all aspects of the costs, finance, accounting, tax, and payroll aspects of the transfer.
1. Work with team in administering international assignment programs by delivering expatriate cost estimates including tax filing and assignment-related calculations; developing and implementing policies and strategic tax planning solutions; assisting with program administration; advising on employee compensation, including foreign payroll issues, international implications of equity plans; and providing other international assignment-related projects/services.
2. Perform with autonomy the following analytical tasks

Research and analyze changes in cost of housing, housing norms, cost of living allowances, per diems, be able to explain reasons for variance such as foreign exchange movement, CPI differentials between home and host country and administer quarterly foreign exchange Rate of Exchange payments with home and host payrolls and Discovery's third party vendors
4. Update allowances and be capable of explaining changes using qualitative and quantitative rationale.
5. Ability to use advanced Excel skills to manipulate data from supporting research and the development of solutions for complex questions from internal management.
6. Partner with expatriate tax provider on year end W2 processing and other tax matters
7. Conduct international tax research and draft internal tax memorandums
8. Respond to inquiries from regulatory authorities
9. Have knowledge of corporate tax including tax research, compliance and consulting within an international taxation environment. Understand and assess the tax impact of global assignments, operations and transactions in multiple jurisdictions
10. Review all international transfer agreements and coordinate with local teams to set up transfer benefits
11. Liaise with internal payroll teams and external tax provider; ensure all payment/deduction instructions are followed and communicated to stakeholders
12. Coordinate and analyze reimbursement of expense and payments to third party providers
13. Prepare Global Mobility program metrics and strategic reporting analysis
14. Collect and analyze market data; make program recommendations to Global Mobility Director
15. Participate in administrative staff meetings and attend other meetings and seminars
16. Perform other related duties as required and assigned
Must have a Bachelor''s degree (or local equivalent) from an accredited college/university in Business, Finance, Tax or some business-related field.
6 years of compensation, payroll, accounting, corporate tax, finance, or global mobility tax experience or some combination thereof
Strong understanding of expatriate management
Compliance experience in foreign jurisdictions
Ability to do complex analysis, to interpret and explain variances to multiple levels within the organization
Must have proficient knowledge of automated accounting and tax processing systems and Microsoft Office tools
Proficiency in software programs such as Excel, Word, PowerPoint
SAP knowledge required
Strong interest and aptitude for technology
Understanding of transfer pricing concepts and methodologies
Understanding of intercompany transactions involving multiple currencies
Must have proficient knowledge of individual tax law with specialized knowledge in taxation of expatriate individuals, or knowledge of other tax issues related to cross border employees.
Excellent data management and analysis skills; ability to review and analyze payroll and accounting reports
Knowledge of Deloitte expatriate system a plus
Experience with IRS/HMRC audits a plus
Must have the legal right to work in the United States.
