This position is a permanent, seasonal 18/8 appointment. Seasonal 18/8 appointments are described as appointments where the incumbent is guaranteed full-time work for at least 18 pay periods and may be in a non-pay status for up to 8 pay periods of the year. An individual hired under this appointment is eligible to elect health and life insurance benefits, and to receive within-grade increases (periodic pay raises).

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
