PROJECT Overview:
You will be an important member of an acquisition and financial management support team providing continued program expertise in F-22 life cycle management in support of the F-22 Program Office. You will perform this work in the F-22 Division at Wright Patterson Air Force Base, Ohio. As a highly skilled professional you will be a member of a team of acquisition experts who will provide on-going support for the maintenance, upgrade, and modernization of the F-22 aircraft.
JOB DESCRIPTION AND
Responsibilities:
The F-22 EVM Specialist provides technical expertise, advise, and experience in a variety of specialized areas. Develops and maintain program budgets and performs cost studies. Analyzes program milestones and schedules. Provides technical expertise, advice, and specialized experience in planning, developing, and documenting F-22 modernization and support cost assessments.
Analyzes affordability processes and advises on the requirements and planning process and incorporation of affordability initiatives into the modernization and support programs. Accomplish workload change impact analysis and evaluate work methods and procedure efficiency.
Provides expertise and training on: cost performance reports, contract funds status reports, contract cost and software data reports, engineering change proposals, affordability analysis, Selected Acquisition Reports, Defense Acquisition Executive Summary, executability assessments and reviews, Program Objectives Memorandum (POM) / Budget Estimate Submission (BES). / President's Budget documentation, award fee, budget execution reports, cost (risk) assessments, and schedule (risk) assessments.
REQUIRED SKILLS AND
Qualifications:
Capable of independently applying knowledge of financial management functions, processes, and analytical methods or techniques to gather, analyze, and evaluate information required by program or project managers and customers; draw conclusions and devise solutions to problems relating to improvement of financial management effectiveness, work methods and procedure efficiency; develop and maintains program budgets and other financial tracking documentation; may perform work measurement studies, program or financial operations efficiency reviews, cost studies, or workload change impact analyses; and rely upon and use automated management information systems in performing fact finding, analytical, and advisory functions.

Direct Acquisition Category I Defense (ACAT ID) and F-22 or similar weapon system program experience.
Extensive Air Force or other major DoD weapon system acquisition experience in the areas of financial management; cost analysis/modeling; Planning, Programming, and Budgeting System (PPBS), Earned Value Management (EVM), schedule and risk analysis.
Depth of experience in DoD and Air Force or other DoD financial, budgetary, cost, EVM policies and procedures as well as in dealing with various contract types and structures.
Experience in supporting the preparation/analysis of high level products such as the Defense Acquisition Executive Summary (DAES) and the Selected Acquisition Reports (SAR).
